Comrades,
The Central Government had announced formation of the 7th Central Pay Commission on 25th September 2013, thereafter the DOPT Secretary had invited the Staff Side of the JCM for talks on the 7th CPC Terms of Reference on 24th October 2013 , the Staff Side of the JCM had presented its view on the Terms of Reference of the 7th Central Pay Commission to the DOPT Secretary. The main demands of the Staff Side of the JCM included the date of effect of the 7th CPC from 1/1/2014, IR, and DA merger along with other demands. The Confederation Of Central Government Employees & Workers had given the call for the two days strike on Feb 12th and 13th demanding the date of effect shall be from 1/1/2014 with DA merger and IR . Sensing this strike the Central Government had made a press statement indicating the constitution of the 7th CPC by announcing the names of the members and no notification has been issued till date on this subject and also the 7th CPC Terms of Reference has not been spelt so far or discussed with Staff Side of the JCM , which has given wide speculation amongst the Central Government Employees.
There are three ways this 7th CPC Terms of Reference can been issued .
A) As announced at press meet on 25th September 2013 the date of effect shall continue to be from 1/1/2016 with no DA merger or IR.
B) The date of effect , DA merger or IR shall be refereed to the 7th CPC to decide .
C) The date of effect shall be from 1/1/2014 with DA merger and IR.
Now let us examine the above three options, if Option "A" is adopted there is already a anger in the minds of the Central Government Employees that nothing is given to them except a post dated cheque, this will lead to more trade union action and anger against the Central Government sensing the election mood the Central Government may not exercise this option . In case of the Option "B" this may be adopted by the Central Government to just please the Central Government Employees and the next Central Government to decide the demands of the Central Government Employees, this will partially satisfy the Central Government Employees in this case more struggles are required to achieve our primary demands the date of effect shall be from 1/1/2014 with DA merger and IR. In case the Central Government fully accepts the mood of the Central Government Employees then they may go for Option "C" ie date of effect shall be from 1/1/2014 with DA merger and IR and then they will not be any struggles for next one and half years and UPA will be remembered for accepting the CG Employees main demands.
Any how we may have to wait and watch the developments next week, how the Central Government issues notification 7th CPC Terms of Reference. Any how our struggle path is always there, I sincerely hope due our two days strike of the Confederation Of Central Government Employees & Workers on Feb 12th and 13th has put pressure on the Central Government, there will be change in the stand of the Central Government towards the date of effect from 1/1/16 to 1/1/14 or referring the matter to 7th CPC for examining it.
