Budget 2015-16 Highlights

Budget 2015-16 Highlights:

Transport allowance will be increased to Rs 1600 per month.

There will be an increase in limit of tax deduction for health premium from Rs 15000 to Rs 25,000 annually.

PPP model of Infrastructure to be revitalized and realigned.


The latest CPI inflation is 5.1 % and whole sale price inflation is negative.


Provision for 7th Central Pay Commission recommendations.

Consumer Price Index January 2015

Consumer Price Index Numbers for Industrial Workers - CPI(IW) for January 2015 is 254 Points . There is an increase of one point compared to December 2014.

Railway Budget and Wage Revision of CG Employees

Dear Comrade,                         
Let us go through  the Railway budget, Bank employees wage revision and our program of action:
Railway Budget : 
Now it is quite clear today the Railway budget for the year 2015-16 which has been  presented in the parliament has not made any financial provisions for the Interim relief, DA Merger and 7th Central Pay Commission  recommendations if we go through the Budget of the Railway Revenue and Expenditure of the Central Government for 2015-16 & Demands for Grants for Expenditure of the Central Government on Railways we notice there is no change in allocation of  account of salary and wages part   comared to  previous year this change is less than 1%. 
There are more dangers of PPP model as presented in Railway budget, this will also likely  be followed in Postal and Defence units. 
The same policy is likely to be reported in the Finance budget also. 
Comrades high time just like Bank Employees who had various trade union actions from past three years were successful in getting their wage revision from  1) The wage revision will be effective from 1.11.2012 and  the annual wage increase in salary and allowances @ 15%. that means the Bank Employees wage revision takes place once in 5 years, whereas the Central Government Employees have to wait for 10 years for wage revision. There DA merger is taking place in Banks also in BSNL DA merger has taken place. Even through 100 % DA has crossed as on 1/1/2014.
Moreover the most of the CG employees have 6 days a week whereas in Bank every second and fourth Saturday of the month will be a holiday and the other Saturdays will be full working days 

The Main issues of GDS employees have not been resolved , the reference to the 7th CPC has not been issued in spite of demand of staff side from past one year.

Comrades we should not be silent on our demands we should follow the  Bank Employees  model and we should mobilise more persons for direct action let us unite under the banner of Joint Council of Action of Central Government Employees and observe the following programs.
A) Mass meeting at district level on 2nd March 2015 in front of District Collector Office 
B) State level Mass Meeting of all Central Government Employees to be held on 4th March 2015 at Bangalore at Railway Grounds behind City Railway Station from 10.30 am to 3pm
C) March to Parliament on 28th April 2015.

Charter of demands:
1.      Effect wage revision of Central Government employees from 1.12014 accepting the memorandum of the staff side JCM; ensure 5-year wage revision in future; grant interim relief and merger of 100% of DA. Ensure submission of the 7th CPC report with the stipulated time frame of 18 months; include Grameen Dak Sewaks within the ambit of the 7th CPC.  Settle all anomalies of the 6th CPC.
2.      No privatisation, PPP or FDI in Railways and Defence Establishments and no corporatisation of postal services;
3.      No Ban on recruitment/creation of post.
4.      Scrap PFRDA Act and re-introduce the defined benefit statutory pension scheme.
5.      No outsourcing; contractorisation, privatisation of governmental functions; withdraw the proposed move to close down the Printing Presses; the Publication, Form Store and Stationery department and Medical Stores Depots; regularise the existing daily rated/casual and contract workers and absorption of trained apprentices;
6.      Revive the JCM functioning at all levels as an effective negotiating forum for settlement of the demands of the CGEs.
7.      Remove the arbitrary ceiling on compassionate appointments.
8.      No labour reforms which are inimical to the interest of the workers.
9.      Remove the Bonus ceiling;
10.     Ensure five promotions in the service career.


Let us make the above programs a grand success and Central Government has to concede to our justified demands.

COM. S. K. VYAS NO MORE






COM. S. K. VYAS NO MORE

Com. S. K. Vyas, the legendary leader of Central Government employees and Pensioners is no more. He passed away at about 08:20 PM on 13th February 2015 at a Jaipur (Rajasthan) hospital. He was admitted to hospital on 1 February 2015 (on the eve of his 86th birth day on 2/02/2015) after a massive heart attack. He was recovering, but all of a sudden, the situation worsened and he passed away. He was 85 years. His funeral took place at Jodhpur, his native place, on 14th February 2015.

Com Vyas was the Secretary General of the Confederation of Central Government Employees & Workers for forty years from 1967 to 2006 and thereafter President till 2013. He continued as an Advisor of the Confederation and also as the General Secretary of National Coordination Committee of Pensioners (NCCP) and Bharat Central Pensioners Confederation (BCPC) till death. He was Secretary General of All India Audit & Accounts Association from 1969 to 1981 and thereafter President upto 39th Conference in Chennai in September 1989.
Com. Vyas had lead various struggles and strike actions of the Central Government Employees and was in the forefront of the leadership which organized the first strike action of the Central Government Employees after Independence, in the year 1960. Com. Vyas was jailed and dismissed from service. He played an important role in rallying the Central Government employees along with the striking Railway employees in the year 1974. He was an able and uncompromising negotiator with the Government in the JCM National Council and Standing committee. He was responsible for many of the benefits and allowances enjoyed by the Central Government employees. The cost indexation of wages was earned by the Government employees through the sustained struggles and efforts in 1960s under his leadership. The Confederation of Central Government Employees & workers representing 1.5 million civil servants was in the forefront of the incessant struggles and strike actions organised by the Indian working class against the neo-liberal economic policies of the Government. Com. Vyas’s vision and ideological clarity has made the Confederation, part and parcel of the mainstream of the working class movement of India.

He played a very significant role in bringing all Central Government Pensioners Associations in one platform under the banner of BCPC in 2011 and was the main architect in the presentation of common memorandum on pensioners’ issues to 7th CPC.

The last visit of Com Vyas to Bengaluru was on January 5 & 6, 2015, to participate in Trade workshop conducted by Confederation. Addressing the workshop he had a path to get proper justice from pay commission and also fight neo liberal policies being pursued vigorously by present Government 

Com. Vyas was the friend, Philosopher, guide and everything for the Central Government employees and central pensioners’ movement. In the more than six decades long trade union life, Com. Vyas endeared himself to every section of the Central Government employees. His death is an irreparable and irreplaceable loss to us. He was a great leader, symbol of simplicity, a gem of a person and a leader who is down to earth. He was extremely polite, kind hearted and compassionate.  He was one of the finest human being, tallest leader, a gentle mentor and a legend.

The Members of Confederation of CG Employees & Workers, Karnataka and Coordination Committee of Central Government Pensioners, Associations Karnataka in its joint meeting held on 23 February 2015 in Bengaluru bows its head down before the memory of the legendary leader and dips their flag paying tearful tribute to this valiant fighter of the Trade Union movement. While paying homage to this stalwart, we extend our heartfelt condolences to his bereaved family members.
He is in our hearts! His memories will be forever with us! His long saga of struggle for the cause of the employees and workers will inspire the generations to come.

Dear Sir,

Ref: Your letter No. 3/1/2015-JCA dated January 2015.

The views expressed in your letter under reference are well taken. The JCM Scheme was introduced in 1966 with the provision of holding periodical meetings to resolve the grievances of Central Govt. employees. But the Scheme has been kept in suspension in animation for the last ordinary meeting of NC/JCM was held on. 15.5.2010. Standing Committee much less the Anomaly Committee is no substitution to ordinary meeting. Since beginning of the introduction of the Scheme the meeting of the Standing Committee of NC/JCM was used to be held one/two days earlier to the ordinary meeting to iron out the progress of the outstanding items of ordinary meeting and the same procedure continued for years together. Unfortunately, of late, this procedure has been given good by.

The removal of anomaly of CPCs are not only the issues. The grievances of Central Govt. employees are piling up, the Govt. has been taking unilateral decisions in detriment for the interest of the Central Govt. employees. There is no attempts on the part of the Govt. to discuss those issues by holding ordinary meeting of the NC/JCM, causing serious resentment and anger amongst Central Govt. employees.

Vide this office letter under reference we have submitted the issues which are of serious consequences in the service life of Central Govt. employees.

You will appreciate that Staff Side NC/JCM can not remain a silent spectator when grievances are not resolved and the Govt. continue to take unilateral decisions in detriment to the interest of Central Govt. employees.

However, meeting with Cabinet Secretary in Chair may be held to discuss the issues already submitted for arriving at a logical conclusion on the issues.

THE VETERAN  LEADER OF CENTRAL GOVERNMENT  MOVEMENT COM SK VYASJI  LEFT ALL OF US FOR EVER AT ABOUT 8.20 PM ON 13TH FEBRAURY 2015.

COC KARNATAKA RED SALUTES COM VYASJI. HE WAS A LEADER, LEADER PAR EXCELLENT. HIS STYLE OF WORKING EVEN AT THE ADVANCED AGE WAS AMAZING AND INIMITABLE.

VASJI WAS THE SECRETARY GENERAL OF ALL INDIA AUDIT & ACCOUNTS ASSOCIATION FROM 1969 TO 1981 AND THEREAFTER PRESIDENT UPTO 39THCONFERENCE AT CHENNAI IN SEPT 1989. 

 VYASJI BECAME THE SECRETARY GENERAL OF CONFEDERATION  FROM 1967 TILL  SEPTEMBER 2006.  AFTER WHICH HE BECAME PRESIDENT. HE STEPPED DOWN FROM ALL ELECTED POSTS IN THE KOLKATA CONFERENCE OF CONFEDERATION IN 2013.

THIS LOSS IS IRREPARABLE, WE FEEL ORPHANED ESPECAILLY DURING THE  7TH CENTRAL PAY COMMISSION MOVEMENT AND ORAL EVDIENCE. HE LAST VISITED BANGALORE DURING THE STUDY CAMP HELD AT BANGALORE ON 5TH AND 6TH JAN 2015. HIS WORDS FOR STRUGLE PATH FOR 7TH CPC SHOULD INSPIRE ALL OF US AND TAKE THE MOVEMENT FURTHER.  
MORTAL REMAINS OF VYASJI HAS BEEN TAKEN TO HIS ANCESTRAL HOUSE JODHPUR. CREMEATION WOULD BE AT JODHPUR. HE IS SURVIVED BY HIS WIFE, TWO SONS AND TWO DAUGHTERS AND GRAND CHILDREN AND GREAT GRAND CHILDREN.

Persons suffering with disability DOPT order - regarding.

Exemption in lieu of 80C Tax Benefits

In a bold move to simplify tax laws, the finance ministry is considering a plan to replace the tax benefits given to individuals for investing in specified savings instruments such as life insurance and provident funds with an upfront higher basic tax exemption limit.

If the proposal makes it into Union Budget for 2015-16, the current R1.5 lakh deduction from the taxable income of individuals for investments in specified savings instruments under Section 80C of the Income Tax Act would be discontinued. Instead, the basic exemption limit would be correspondingly enhanced.
That is, individual’s income up to Rs 4 lakh, or thereabouts, could be exempt from tax, up from Rs 2.5 lakh currently.

Inflation and Consumer Price Index (CPI)

The Reserve Bank of India (RBI) on Tuesday said that inflation is likely to be around the target level of 6 per cent by January 2016.
As regards the path of inflation in 2015-16, the RBI said it will keenly monitor the revision in the Consumer Price Index (CPI), which will rebase the index to 2012 and incorporate a more representative consumption basket along with “methodological improvements.
The effect of new Consumer Price Index (CPI) and the current inflation will be felt during 2015, the Dearness Allowance will be marginal that is about 2% in July 2015.   
The estimate for real GDP growth in 2015-16 is expected to rise to 6.5 per cent with risks broadly balanced at this point, it added.
RBI Governor said that the forthcoming budget is an important factor for the monetary policy. “There’s the budget coming. That’s a significant change in the fiscal space. It’s going to be an important change.”

A lot of quarries are pouring in JCM Office from grass root workers ,as also from the Constituent Organization in respect of holding Hearings/Oral Evidence by 7th CPC . It may be appreciated that previous 6th CPC had held a detailed oral evidence with Members (Staff Side) of the Standing Committee of NC/JCM continuously for 3 days for better appreciation of the demands put-forth by the Staff Side.

It would, therefore, be highly appreciated if a time schedule is fixed, well in advance, so as to make necessary preparations in this regard.

Sub: Joint Consultative Machinery JCM  of Staff Side)
I would like to invite your kind attention towards my earlier letter dated June 30, 2014(photocopy enclosed for your kind perusal), wherein it was represented that the JCM(National level) is responsible for all the common issues of around 40 lakh Central Government Employees, particularly wages, allowances, leave etc. This machinery had become quite ineffective since last half decade. Since last four and half years, meeting of the National Council (JCM) has not been held, resulting in stoppage of dialogue at the highest level. Decision taken by the Standing Committee on many agenda items has not been implemented, and in many of the government departments, Departmental Council has not been formed or non-existent. Even in these circumstances, you will appreciate that the role of the unions and the federations had been quite cooperative, but how long it will remain, we are not sure.

It is, therefore, requested that, to avoid any industrial unrest, JCM Machinery must be made effective and meetings of the same must be ensured with a yearly calendar. The said scheme should also be made participative to resolve and redress various problems of the Central Government Employees.

For the above, we would like to request you to kindly call a meeting of the Standing Committee of the NC/JCM under your chairmanship to strengthen the JCM Scheme.
