Will the Minister of PERSONNEL,PUBLIC GRIEVANCES AND PENSIONS be pleased to state:-

(a) whether the number of Grade III and IV posts is declining whereas the number of Grade A and B posts is increasing due to which disposal of work in the Government offices has slowed down;

(b) if so, the reaction of the Government in this regard;

(c) the category-wise comparative number of Central Government employees in the year 2001 and as on date;

(d) whether the Grade A and B officers are not putting in enough work to justify their salaries and if so, the reasons therefor;

(e) whether the Government proposes to conduct a review on the functioning of the said officers; and

(f) if not, the reasons therefor?

(a) to (c): Group-wise estimated number of regular Central Government Civilian Employees in Central Government & Union Territory Administrations as on 01.03.2001 and as on 01.03.2012 is as follows:-

   The difference  is that 2227233+1034826= 32.6 lakhs -28.5 lakhs = 4 lakhs
 

#Erstwhile Group D posts have been categorized as Group C after implementation of 6th CPC.

Figures in parenthesis indicate percentage to the total.

It will be seen that the number of Group C and erstwhile Group D employees has marginally gone down in percentage terms. Posts are created as per functional requirements and requirement of posts is assessed periodically by cadre reviews and work measurement studies.

(d) & (e): As per Central Civil Services (Conduct) Rules, 1964, no Government servant shall in his official dealings adopt dilatory tactics or willfully delay in disposal of the work assigned to him and that a Government servant who habitually fails to perform the task assigned to him within the time set for the purpose and with the quality of performance expected of him shall be deemed to be lacking in devotion to duty and liable to disciplinary action as per rules.

The Confederation of Central Government Employees and Workers - Karnataka State, has announced a 48-hour nationwide strike on February 12 and 13. 

The employees participating in the strike include those from the Postal, Audit, Accounts, Income Tax, Ground Water Board, Survey of India, Central Excise, Geological Survey of India, among 40 Central Government departments, said a press release from the organisation. 

The employees have sought that the Seventh Pay Commission recommendations be implemented from January 1, 2014, according to P S Prasad, General Secretary of the Confederation of Central Government Employees’ and Workers’ Karnataka State.

COC Karnataka endorses the 48 hours strike call given by Confederation

Minutes of COC Meeting held at RMS Office on 17/1/14.

The COC Meeting was presided over by Com C.G. Prabhu Vice President of the COC Karnataka.

The meeting condoled the demise of Com G.S.Nagendra Ex Circle Secretary of RMS employees who was instrumental in building the RMS, Postal & COC movement in Karnataka for more than a decade. Two minutes silence was observed in this regard. Com Ramakrishna RMS union leader requested all to participate in the condolence meeting to be held on 26/1/14 at RMS Bhavan Bangalore.

The General Secretary Com P.S.Prasad welcomed the members for this meeting. This meeting was attended in large numbers compared to all COC meeting this meeting attendance  was very much high , this shows how  anger of the Central Government Employees against the Central Government for not notifying the 7^th CPC and accepting the terms of reference of the staff side of JCM.

Com Prasad explained to the members due to sustained struggles the   Central Government announced the formation of the 7^th CPC on 25^th September 2013, there after the DOPT Secretary had invited for talks with staff side of JCM for finalising the terms of reference, since three months the Central Government had not taken action for formulation of the 7^th CPC nor accepted the terms of reference proposed by the staff side of the JCM.

This has led to unrest amongst the employees of the Central Government, the extended meeting of Confederation of Central Government Employees and workers in its meeting held on 10/1/14 had decided to organise two days strike of the Central Government employees on 12/2/14 and 13/2/14. To demand 15 charter of demands including DA merger, date of implementation of the 7^th CPC from 1/1/2014, rectification of all anomalies, filling up of vacant post, inclusion of GDS Employees in 7th CPC etc.

He also informed that many rumours on internet on DA merger and on 7^th CPC are being spread, he informed as on today the staff side of the JCM has not been informed on these issues by the Government. Till notification is issued these are rumours only and he requested members to not be carried out by such rumours.

He appealed to all members for endorse the strike call as proposed by the Confederation of Central Government Employees and workers in its meeting held on 10/1/14. Since it’s the right time before general elections and when the parliament is in session. He also informed that FNPO will also participate in this strike. He also informed as the CHQ guidelines we have to serve strike notice on 21^st Jan 2014. He requested all leaders to discuss and deliberate on this issue and give their opinion.

Com S.S. Manjunath Circle Secretary AIPEU Class III spoke and supported the strike call and requested the leaders of the COC to address the meeting of the Divisional Secretaries of the AIPEU Class III who will be present in Bangalore on 2/2/14. He also assured that tour program will be conducted by the Postal union in mobilising the strike program.

Com Mallikarjun Circle Secretary AIPEU Postmen and MTS assured full support for the strike program.

Com Vinod Circle Secretary ITEF informed as per the decision of the ITEF central executive meeting held on 13/1/14. The ITEF employees will participate in strike 100%. He assured all support for the strike from ITEF.

Com Ravindranath President Audit and Accounts CAT III employees association supported the strike call and informed that despite all odds the AG’s employees will participate in strike and they will serve strike notice on 21^st Jan 2014.

Com Srinivas President  CGHS Employees Association informed that  the CGHS employees will participate in strike 100% program.

Com Chandrashekar from Postal leader wanted clarification on strike process and wanted strike program should have been started on Jan 2014 instead of Feb 2014. He also wanted media coverage and campaign.

Com Ramakrishna from RMS employees union urged employees to participate in strike call, he informed RMS will actively participate in strike call. Many RMS leaders actively campaigned for strike call due to general elections in April and May 2014.

Com Jullina Vincent General Secretary of Survey of India Employees Association extended her support for the strike program.

Com Janikiram Division Secretary Postal East Division, Com Dhuva Kumar of Division Secretary Postal West Division & Division Secretary Chenanapatna Postal Division assured support for the strike.

Com  Jawarayi Gowda  Org. Secretary Postal Union and COC Secretary spoke and expressed support to the strike. He also expressed the views that employees should not just focus on DA merger and only should concentrate on strike.

The strike resolution was adopted unanimously.  

There after it was decided to print posters and distribute to all before 24/1/14 and hold the one day mass meeting at Bangalore on 30th Jan 2014 in which the central leaders will be visiting Bangalore for strike campaign. Com K.P.Rajgopal Secretary Confederation and Secretary General ITEF , Com Seethalakshmi General Secretary AIPEU Postmen and MTS ,New Delhi  and Com Narasimhan Vice President Confederation will address the mass meeting scheduled on 30/1/14.   

It was also decided to inform the press regarding the strike program for media coverage.  It was also decided to organise the state level campaign program and  meetings at Bangalore in various offices in Bangalore in Feb 2014.

The General Secretary condemned the victimisation action against Com C.G.Prabhu Vice President of the COC by the Central Excise officers. He informed that the Com Working President of the COC Karnataka is helping him legally if required the COC will intervene after legal process.

Com S.S.Manjunath and Com Vinod condemned the victimisation action against Com C.G.Prabhu Vice President of the COC and assured full support to him.

Com Com C.G.Prabhu Vice President of the COC Karnataka concluded the meeting by urging the need of the hour is to show unity and he requested every person to educate others in campaign program for strike and make the 48 hours strike a success.

7th Central Pay Commission Constitution and 48 hours Strike by Central Government Employees.

Comrades,

                The Confederation of Central Government Employees & Workers  had in its Extended Meeting held on 10/1/2014 at New Delhi had unanimously decided to organize two days strike from zero hours on 12/2/2014   to zero hours on 14/2/2014.  The FNPO has also extended its support for strike action and also will participate in the strike programs demanding immediate constitution of the 7^th CPC by the Central Government and accepting 15 charter of demands of the Confederation of Central Government Employees which also includes implementation of the terms of reference agreed by the Staff Side of the JCM.  The main demands are date of effect of the 7^th CPC from 1/1/2014, DA merger, filling up vacant posts, rectification of pay anomalies,  inclusion of GDS Employees in 7th CPC etc.

The basic thing is the price rise which has affected us very badly, the inflation is around 11%, the prices of all commodities have increased by over 250% the DA we have got is just 100%(As on January 2014), the difference between actual price rise  and actual DA is over 150%. In order to bridge this gap the DA merger and the 7^th CPC are very much vital and also Non filling up of vacant post is a important demand.

The Central Government Employees were forced to go on strike action on 12/12/12 and Feb 20^th & 21^st of 2013 for immediate constitution of the 7^th CPC by the Central Government and accepting 15 charter of demands of the Confederation of Central Government Employees, which also includes the main demands are date of effect of the 7^th CPC from 1/1/2011, DA merger, filling up vacant posts, rectification of pay anomalies etc. The two strikes were very successful as more than 90% of the Central Government Employees who were affiliated to the Confederation of Central Government Employees & Workers participated in the strike action.

The Confederation of Central Government Employees & Workers  were preparing for more strike action by announcing the strike ballot in October 2013 and also Railway unions both AIRF and NFIR had also declared strike ballot. Which was conducted in December 2013, in which 96% of the Railway Employees have voted for conducting of strike.

The Government sensed these mood of the Central Government Employees & Workers and agreed to appoint the 7^th CPC on 25^th September 2013 by making an announcement in public ahead of elections, “Prime Minister approved the constitution of the 7th Pay Commission. Its recommendations are likely to be implemented with effect from January 1, 2016″, Finance Minister P Chidambaram said in a statement. Which will go into the salaries, allowances and pensions of about 80 lakh of its employees and pensioners. Apart from Central Government Employees many State Governments and undertakings are following the Central Government pay structure. Hence more than 150 lakhs of Employees are benefited from the 7th CPC. 

After one month after its announcement a meeting was held on 24.10.2013 at 3.00 PM in Committee Room No 190, North Block under the chairmanship of Dr S.K.Sarkar, Secretary DOP&T to discuss the possible Terms of Reference (TOR) for the 7th Central Pay Commission, which is going to be set up by the Government, with the representatives of the Staff Side of JCM. The Staff Side of the JCM presented its terms of reference which includes date of effect of the 7^th CPC from 1/1/2014, DA merger, rectification of pay anomalies, better health scheme etc.

Since then two and half months have passed the Central Government has not constituted the 7^th CPC nor communicated to the Staff Side of the JCM regarding the constitution of the 7^th CPC nor agreed to the demands of the Staff Side of the JCM and accepting 15 charter of demands of the Confederation of Central Government Employees. The Government is very much silent on these issues.

Central Government Employees had hopes after declaration of assembly results on 6^th December 2013 the Central Government will announce the constitution and approval in cabinet meeting and issue of notification etc. Since past one month or so after the elections there is no move on the Central Government to appoint 7^th CPC and issue necessary notifications .

The Confederation of Central Government Employees cannot be silent on the common issues of Central Government Employees. The Parliament session will commence from 6^th February 2014 till 16^th   February 2014 to pass vote on account. The Parliament elections is likely to be held in April and May 2014, that means the model code of conduct will apply from March 2014. Hence what so ever action is to be taken it should be before 20^th of   February 2014.

If the Central Government doesn’t accept the demands of the staff side by 10^th February 2014 or the Central Government only constitutes the 7^th CPC without accepting the demands of Central Government Employees then also Central Government Employees should participate in the proposed 48 hours strike on 12^th February 2014 and 13th February 2014 and this is the right time for Central Government Employees to go on strike that too when the Parliament is in session. This action will force the Central Government do accept the justified demands of the Central Government Employees. Which includes main demands are date of effect of the 7^th CPC from 1/1/2014, DA merger, filling up vacant posts, rectification of pay anomalies etc. The above issues are very important to the Central Government Employees.

If the Central Government Employees do not call for industrial action then the whole demand of the 7^th CPC and DA Merger issues will have to be settled by next new Government that means for next 9 months time the whole thing will be in cold storage.

Hence Comrades it is right time for us to unite and make the proposed 48 hours strike on 12^th February 2014 and 13th February 2014 a grand success. Which will force the Central Government to accept our demands on the eve of central elections. Let us mobilize the rank and file for the strike action to get our justified demands it is now or never should be our slogan.

               The extended meeting of the National Executive of the Confederation was held at MP Club, North Avenue, New Delhi on 10.1.2014. which has decided to organize two days 48 hrs strike of the Central Government Employees from 12/1/2014 to 13/1/2014 for following charter of demands as such the meeting of COC Karnataka is scheduled on 17/1/2014 (Friday ) at  6.30 pm at City RMS Office Bangalore to discuss the following agenda.

                      

The following are the main strike demands .

1. DA MERGER

2. INTERIM RELIEF

3. INCLUSION OF GDS UNDER 7th  CPC

4. CASUAL LABOUR WAGE REVISION AND REGULARISATION

5. RESCIND PFRDA ACT

6. DATE OF EFFECT OF 7th CPC – 01/01/2014 AS DEMANDED BY JCM STAFF SIDE

Meeting Agenda: 

1) Preparation for   the two days 48 hrs strike will commence on 12th February, 2014 at 00 hours and will  be concluded at 00 hours on 14th. i.e. Strike will be on 12^th  and 13^th  February 2014.

2) Serving of strike notice on 21st Jan 2014 to the respective Heads of Office.

15 CHARTER OF DEMANDS

1.      Accept the terms of reference of 7^th CPC, submitted by the staff side, National Council JCM.

(a)      To examine the existing structure of pay, allowances and other benefits/facilities, retirement benefits like Pension, Gratuity, other terminal benefits of various categories of Central Government Employees including Gramin Dak Sevaks (GDS) of Postal Department.

(b)      To work out the comprehensive revised pay packet for the categories of Central Government employees including GDS as on 1.1.2014.

(c)       The Commission shall determine the pay structure, benefits, facilities, retirement benefits etc. taking into account the need to provide minimum wage with reference to the recommendation of the 15th Indian Labour Conference (1957) and the subsequent judicial pronouncement of the honorable Supreme Court there-on, as on 1.1.2014.

(d)      To determine the Interim Relief needed to be sanctioned immediately to the Central Government employees including GDS.

(e)       To determine the percentage of Dearness allowance/Dearness Relief immediately to be merged with Pay and pension including GDS.

(f)        To settle the anomalies raised in various fora of JCM.                                                     

(g)      To work out the improvements needed to the existing  retirement benefits, like pension, death cum retirement gratuity, family  pension and other terminal or recurring  benefits maintaining parity amongst past, present and future pensioners and family pensioners including those who entered service on or after 1.1.2004.

(h)      To recommend methods for providing cashless/hassle-free Medicare facilities to the employees and Pensioners including Postal pensioners.

2.      Ensure every five year revision of wages of Central Government Employees in future.

3.      (a) Regularisation of Gramin Dak Sevaks of the Postal Department and grant of Civil Servant status, statutory pension and all other benefits at par with regular employees.

(b) Regularisation and revision of wages of casual and contract workers.

4.      Compassionate appointment – removal of restrictions imposed by Government.

5.      JCM and Anomaly Committee Functioning.

6.      Fill up all vacant posts and creation of new posts wherever justified.

7.      Stop downsizing, outsourcing, contractorisation and privatization of Government functions.

8.      Stop the move to introduce performance related Pay (PRP) system, Extend PLB Bonus for all, removing bonus ceiling.

9.      Revise OTA and Night Duty Allowance rates and clothing rates.

10.  Implement arbitration awards.

11.  Five promotions to all.

12.  Rescind the PFRDA Act. Ensure statutory Pension for all.

13.  Stop price rise. Revive and extend public distribution system for all.

14.  Stop trade Union victimization.

15. Ensure Right to strike.
