March to Parliament on 23rd February 2011
COC Karnataka congratulates the more than five lakhs of participants in the historic March to Parliament on 23rd February at the call of Central Trade Unions for making this rally the biggest ever mobilization in the Capital City. Raising the basic policy issues of the working people and all sections of downtrodden, the Trade Unions have sent a powerful message to UPA-II Government that it should change its policies so as to end the deprivations of the working people. The rally has seen men and women from all sections of workers – unorganized sector, organized sector which included both private and public sector, Central and State Government employees and employees from Bank, Insurance, Telecom, Railways and Defence production. The anger among the people in the rural and urban parts of the country was reflected by this great mobilization demanding justice to the working people. Central Government Employees and Pensioners Health Insurance Scheme
The Central Government is contemplating introduction of a health insurance scheme for the central government employees and pensioners on pan – India basis, in consultation with other concerned Ministries/Departments. However, no time frame can be given at this stage for its introduction.
This information was given by Minister of Health & Family Welfare Sh. Ghulam Nabi Azad in written reply to a question in the Rajya Sabha today.

3rd meeting of the National Anomaly Committee

Staff side also raised the issue of MACP Scheme, particularly abolition of GP Rs.2000. The Jt. Secretary(Estt.) stated that we would hold another round of discussions before finalizing the issues related to MACP Scheme.
Though orders for Cadre Restructuring have been issued by the DoP&T vide O.M.No.35034/9/2010-Estt.(D) dated 10th February, 2011, Staff side raised the issue that Matching Savings is not possible Therefore, for Cadre Restructuring, Matching Savings should not be insisted upon. It has been agreed by the Jt.Secretary(Pers.)
Apart from the above issues, staff side also discussed agenda items which were not discussed so far in the National Anomaly Committee.
Item No.11: Grant revised allowances w.e.f. 1.1.2006 - Staff Side will give list of allowances. Thereafter, it will be discussed.
Item No.12 & 13: Transport Allowance - Staff Side will supply details. Thereafter, it will be examined.
Item No.14: Revision of existing allowances which are to be withdrawn and replaced by new schemes - If Insurance Scheme is not finalized within six months in consultation with the Staff Side, Risk Allowance and Patient Care Allowance will be doubled.
Item No.20: Daily Allowance on tour: - Orders have been issued for Geological Survey of India and Central Ground Water Board.
Item No.28: - Grant of GP Rs.5400 in PB-2 for Astt. Accounts/Audit Officers - Will be taken-up separately with the Jt. Secretary(Pers.) and Estt.
Item No.29 and 30: Revision of Base Index for DA and Benchmark in AICPIN Scheme for grant of DA/DR w.e.f. 1.1.2006 on CPC VI level pay/pension restructuring - Staff Side will give list which will be examined by the Jt. Secretary(Pers.)
Item No.31: Child Care Leave in respect of Central Government Women Employees as a result of Sixth Pay Commission report - It will be looked into for Defence Employees.
Item No.37: Waiver of recovery of higher DA/DR drawn during the period from 1.1.2006 to 31.8.2006 - Not Agreed.
Item No.38: Anomaly in fixing grade pay -Deferred.
Item No.39: Anomaly due to not applying uniformly the multiplication factor of 1.86 in fixing the minimum pay in all the revised pay bands applying different - Unresolved.
Item No.40: Grant of notional increment as may be due on the first day of July following the superannuation/death in service for computation of emoluments/average emoluments for pensioner benefits - Not Anomaly.
Item No.41: Fixation of pay on promotion to a post carrying the same grade pay - Staff Side stated that the issue of Additional Allowance to the Running Staff has been raised. Where it has been emphasized that since DA has already been given on Additional Allowance, other benefits should also be given on Additional Allowance to give proper relief to the Running Staff. For other categories, e.g. ASM to SM in the same grade pay or MCM to JE in the same grade pay since their responsibility increases, therefore, in all fairness, and increment must be given while fixing pay. Official Side asked the Railways to submit the list, so that decision can be taken. Staff Side mentioned that since this issue belongs to Railways only, therefore, powers should be delegated to the Railways as has been done earlier. Official Side mentioned that since the issue has already under reference to National Anomaly Committee, Railways will be asked to submit the list. Thereafter, decision will be taken at an earliest.
Item No.43: Anomaly in the pay scale/pay band and grade pay of Library Information Assistants - Already finalized.
Item No.44 : Before the 6th Pay Commission, there were 3 HAG scales of pay - Under review.
Item No.45: Anomaly in pension of those in receipt of stagnation increments in pre-revised pay scales - Official Side agreed to consider the cases where someone had stagnated beyond one year in the pre-revised scale.
Item No. 46 and 49 - Disparity in pay scales and status of officers in stenographers cadre and Anomalies in the matter of pay scales of stenographers - Will be examined.
Item No.50: Anomalies in the pay scales of official language staff - Since the issue of Rajbhasha Staff has been sent to Ministry of Finance(Exp.) Official Side agreed to send its approval at an earliest.
Item No.51: Assigning higher grade pay of Rs.4600 to Administrative Officer Gr.III and Private Secretary in Subordinate Offices - Resolved.

No Demand Certificate to Govt servants on Retirment

The undersigned is directed to say that Department of Pension and Pensioner’ Welfare vide Notification No. S.O 829 (E) dated 7th April 2010, published in the Gazette of India on 12th April, 2010 has made amendments to Rules 64 71, 72 & 80 of CCS (Pension) Rules, 1972, providing thereby to withhold 10% of the amount of Gratuity admissible to retiring Government employees who are in occupation of Govt accommodation. However, consequent upon the issue of above notification, a large number of those Government employees, who have not been allotted Government accommodation are also approaching the Directorate of Estates for obtaining ‘No Demand Certificate’. In this regard, orders dated 21.11.1963 issued by this Directorate already exist. According to these orders, in cases where a Government servant has not been in occupation of any Govt residential accommodation during the service, a reference to the Directorate Estates for the issue of ‘NDC’ to him should not be necessary.
In view of this, it is reiterated that in cases where a Govt servant has not been allotted and occupied any residential accommodation during the service, instead of approaching this Directorate, the No Demand Certificate should be issued by the administrative authority concerned after verification of their records and obtaining the declaration from the Govt servants concerned, in the form enclosed herewith and attested by a Gazetted officer.

The Minutes of COC meeting held on 21st December 2010 at 6.30 pm at City RMS office Bangalore, Which was presided over by President of COC Com Kamaleshan and Com S.Radhakrishnan Working President. is published for your information.
The General Secretary Com P.S.Prasad took up following agenda for the meeting .
1) To discuss CGHS Bangalore problems
2) To participate in Workers march to Parliament programme slated for 23rd Feb. 2011
3) To discuss the outcome of National executive meeting of the Confederation be held at Mumbai on 1st December, 2010
4) The National Women Convention will be held at Kolkata on 7th and 8thFebruary, 2011.
5) State level Convention of COC due to be held with elections of Office bearers.
The Meeting decided following programme of actions .
a) To hold dharna in front of Additional Directors office CGHS located at Kedria sadhan Koramanagala Bangalore on 19th January 2011 in respect of upward revision of CGHS rates and more enplanement of CGHS recognised hospitals and in respect of local issues a meeting will be held with Additional Directors CGHS Bangalore.
b) All affiliates are requested to educate their members in respect of 14charter of demands by holding gate meetings/General Body meetings. This should be completed by 15th January 2011, thereafter a centralised dharna program is to be held on 19th January 2011 at Kedria Sadhan Koramanagala Bangalore.
c) It was decided to participate in Workers march to Parliament programme slated for 23rd Feb. 2011 as such the allotted quato for each organisation is as follows NFPE 15 members, ITEF 5 members, AG’s 5 members, all other affiliates each 2 members. It is requested to finalise by 10th January 2011 the delegates for march to parliament and book the tickets by 15th January 2011 to avoid rush. All delegates should reach Delhi on 22nd February as trains will be running late. Except for President and General Secretary of COC, all expenditure shall be borne by respective organisation.
d) It was decided to send 10 delegates to the National Women Convention will be held at Kolkata on 7th and 8thFebruary, 2011, the delegates fee will be paid by COC and train fare and other expenditure should be borne by respective affiliates , they shall contact Com Seethalakkshmi Joint Secretary COC for reservations. each affiliates shall ensure to send one delegate.
e) It was decided to hold State level Convention of COC due to be held with elections of Office bearers on 13th March 2011 at RMS Bhavan Bangalore, all affiliates are requested to clear their COC subscription at Rs 2/- per member per year. All affiliates are requested to submit their membership lists . The notice for the meeting will be issued in February, 2011 affiliates are requested to clear the dues of the COC for participation in convention.
T The next meeting of COC will be held on 12th Jan 2011 which will be addressed by Com M.S.Raja Secretary Confederation

Charter of demands: for march to Parliament programme slated for 23rd Feb. 2011
1) Stop price rise; strengthen the PDS.
- Stop downsizing, outsourcing, contractorisation, coporatorisation and privatization of Governmental functions
3 Fill up all vacant posts and create posts on functional requirements
4 Revise wages of CGEs with effect from 1.1.2011 and every five years thereafter.
- Scrap the New Pension Scheme and extend the statutory defined benefited pension to all Central Govt. employees irrespective of the date of recruitment.
- Regularize the GDS, daily rated workers, contingent and casual workers by brining about a definite scheme of regularization.
- Remove restriction imposed on compassionate appointment ( end the discrimination on compassionate appointment between the Railway workers and other CGEs)
- Stop the move to introduce the productivity linked wage system; Performance related pay; introduce PLB to in all Departments; remove the ceiling of emoluments for bonus computation.
- Settle all items of anomalies (including the MACP related anomalies) raised in the National and Departmental Anomaly committees within a fixed time frame of two months; set up the anomaly committees in those Departments where it has not been set up till date with the Standing Committee members of the National Council; convene the meeting of the Departmental Council in all Ministries/Department once in three month as envisaged in the JCM Scheme
- Make the right to strike a legal right and stop curtailment of T.U. rights
- Implement all arbitration awards
- Raise the interest rate for GPF. Revise the OTA and Night duty allowance and stitching and clothing rates of uniforms
- Merge DA with Pay for all purposes including pension as and when the DA rates croses the 50% mark.
- Vacate all Trade Union victimizations.
Programme of Action:
1. Submission of memorandum on the charter of demands with brief note to explain each item in the charter.
2. Two months long campaign to educate and mobilize the members by organizing (a) State level conventions (b) district level conventions (c) Department level conventions (d) gate meetings in front of all offices
3. Day long Dharna at a specified Central Location at the State and District Capitals and other important places
4. To organize a March to the office of the Chairman of the State Welfare Co-ordination Committees and submit a memorandum for onward transmission to the Cabinet Secretary.
5. To organize a March to Parliament by Central Government employees at Delhi
6. To culminate in a one day strike

CGHS rates 2010 clarification
Comrade,
In respect of CGHS Bangalore hospitals rates of 2010 pl click here for clarification, issued on 16th November,the new rates are effective from 16th November. please see it is very useful order. Now it is quite clear the Hospitals have not accepting the 2010 rates due to drastic reduction in package rates, hence the above clarification is issued to continue the 2007 package rates for hospitals which have not signed the MOA ,
The CGHS New Delhi on 8th December has once again issued new circular vide http://mohfw.nic.in/continuous.pdf which has indicated that hospitals are not accepting the present rates.
We have taken up the matter with Confederation , CGHS New Delhi and Ministry of Health and Family Welfare for upward revision of rates. I hope this problem will be solved
