The Income Tax office wears a deserted look due to the strike called by the Confederation of Central Government Employees and Workers on Wednesday.

Work at central government offices here was affected on Wednesday as employees started their two-day all-India strike demanding inclusion of the employees’ confederation in the recently set up 7th central pay commission.

Employees in nearly 40 central government departments, including postal, rail mail service, income tax, central excise, audit and accounts, Survey of India and census, stayed away from work as per the strike call given by the Confederation of Central Government Employees and Workers (CCGEW). 

While most central government offices in the city were affected, the impact was more in the districts, said P.S. Prasad, general secretary of CCGEW, Karnataka State unit. “The strike had maximum impact in the rest of the State, especially in the coastal districts,” he added.

Work in the Postal Department seems to have been worst hit. A large number of post offices across the State were closed. “Postal delivery, money orders and postal accounts have been affected. Normal services will be restored only on Friday,” Mr. Prasad said.

In all, about 15,000 employees and workers in the State, including about 6,000 in Bangalore, took part in the strike, which will continue on Thursday. 

Demands

The confederation has placed a 15-point charter of demands before the government. In this, it has urged the government to accept the terms of reference submitted by the staff for the 7th pay commission, ensuring revision of wages of the employees every five years, compassionate appointment, filling up of all vacant post, and stopping downsizing, outsourcing and privatisation of government work.

Mysore, Feb. 12- Even as the two-day nationwide Bank stir seeking fulfilment of various demands of Bank employees, which had badly affected banking services across the country, ended yesterday, the Postal employees launched a two-day stir in city this morning as part of a nationwide strike called by the Postal Unions pressing for meeting their several demands.
The postal employees representing the 5 Postal Unions — Postal Joint Council of Action (PJCA), National Federation of Postal Employees (NFPE), Federation of National Postal Organisation (FNPO), All India Postal Employees Union (AIPEU) and National Union of Postal Employees (NUPE) — who gathered at the Head Post Office in Nehru Circle here this morning, raised slogans demanding fulfilment of their 11-point charter of demands.
Their demands include: Bringing rural postal employees under the ambit of the 7th Pay Commission; Implementation of the 7th Pay Commission recommendations with retrospective effect from Jan. 1, 2014; Termination of the new pension policy; Revision of wages of temporary/ part-time employees; Dropping of discriminative recommendations of the 6th Pay Commission; Five promotions to all employees and treating rural employees on par with other Central Govt. employees.
Postal services across the city was badly hit on account of the strike. The protestors were led by C.R. Deenabandhu, Secretary-PJCA and President, NUPE-P3, Mylarappa, President-PJCA, Shivashankar Rao, President, AIPEU-P3, H.S. Nagaraj, Secretary, AIPEU-P3, Venkatesh, Secretary, NUPE-P3, Subramanya, President, AIPEU-P4, R. Bangalore: The Confederation of Central Government Employees and Workers - Karnataka State, has announced a 48-hour nationwide strike to be held on February 12 and 13.

According to a press release, the employees of Postal, Audit, Accounts, Income Tax, Ground Water Board, Survey of India, Central Excise, Geological Survey of India, among 40 Central Government departments will be participating in the protest.

The General Secretary of the Confederation of Central Government Employees and Workers Karnataka State S Prasad has stated that the employees are demanding the implementation of the Seventh Pay Commission recommendations with effect  from January 1, 2014.

Intensify the strike on Feb 13th

Comrades,
                  The strike was very good in many states, in Karnataka also was very good the strike was 100% success in Income tax , RMS, Postal Accounts, Survey of India, Ground Water, Civil Accounts  Central Excise etc.   Majority of the Postal divisions recorded nearly 100% strike exception of  few parts of state including Bangalore where the strike was not up to our expectation  due to various reasons, but positively In Bangalore both at GPO and CMPG (Admin) office the strike was very good considering the conditions in Bangalore.  
            

The Government has not responded positively to our strike so far,  if we relax our demands will not be examined or implemented, hence we should put more pressure on the  Central Government through intensified struggle, I appeal to one and all affiliates of the COC to join the main stream of struggle. Now are never should be our slogan.


 Many news papers such as Hindu, Prajavani, Udavani , Deccan Herald etc have reported positively on the strike and have published  good articles , we should all see that the Feb 13th Strike will be more successful compared to Feb 12th Strike.

Postal Strike Position : Mangalore, Udupi, Puttur, Karwar, Chennapantana, Hubli, Bijapur, Bagalkot , Jamkandhi, Shimoga,  Raichur,  Bellary,  Mandya, Mysore,   Nanjungud,  CR. ‘ಎರಡು ದಿನಗಳ ಕಾಲ ಮುಷ್ಕರ ನಡೆಯಲಿದ್ದು, ಕಚೇರಿಗೆ ಬೀಗ ಹಾಕಲಿದ್ದೇವೆ. ಬೇಡಿಕೆ ಈಡೇರದಿದ್ದರೆ, ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಇನ್ನಷ್ಟು ಉಗ್ರವಾಗಿ ಪ್ರತಿಭಟನೆ ಹಮ್ಮಿಕೊಳ್ಳ­ಲಾಗುವುದು’ ಎಂದು ಎಚ್ಚರಿಸಿದರು.

*ಎಲ್ಲರಿಗೂ ಐದು ಹಂತದ ಬಡ್ತಿ ನೀಡಬೇಕು.
*ಬೆಲೆ ಏರಿಕೆಯನ್ನು ನಿಯಂತ್ರಿಸಬೇಕು. ಸಾರ್ವಜನಿಕ ವಿತರಣಾ ವ್ಯವಸ್ಥೆಯನ್ನು ಸಮರ್ಪಕವಾಗಿ ದೊರಕುವಂತೆ ಮಾಡಬೇಕು
*ಕಾರ್ಮಿಕ ಸಂಘಟನೆಗಳನ್ನು ಬಲಿಪಶು ಮಾಡುವ ಪ್ರವೃತ್ತಿಗೆ ಕಡಿವಾಣ ಹಾಕಬೇಕು.
*ಪ್ರತಿಭಟನಾ   ಹಕ್ಕು ಮೊಟಕುಗೊಳಿಸಬಾರದು.

          Rumors are floated about STRIKE, PLEASE DO NOT RELY ON SUCH rumor mongers.  Organize STRIKE as directed by the Confederation .

Central Government has not invited our leaders for talks nor they are interested in solving our main issues. Hence strike is our main weapon today. 

DOPT  has issued warnings such warnings were also issued during earlier strikes. Many strikes have taken place during last six years after these DOPT guidelines, ignore these and concentrate on strike for our justified 15 charter of demands.

Massive meetings was held at GPO Bangalore , CPMG office Bangalore, POST Offices, Survey Of India, Income Tax offices. Central Excise, Civil Accounts , Postal Accounts,  Ground Water , Kendriaya sadhan, RMS, campaingn is taking place in all offices  at all districts / taluks including Bangalore. All affiliated organizations of Confederation are one voice participate in strike.

7th CPC Constituted

NEW DELHI, FEB 4:  

Prime Minister Manmohan Singh has approved the composition of the 7th Pay Commission, which will revise the salaries of over 50 lakh central government employees.

“The Prime Minister has approved the composition of the 7th Central Pay Commission,” the Finance Ministry said in a statement today.

Former Supreme Court Justice Ashok Kumar Mathur has been appointed as Chairman of the Commission, with Oil Secretary Vivek Rae as a full-time Member.

Rathin Roy (Director, NIPFP) will be a part-time Member and Meena Agarwal (OSD, Department of Expenditure) will be its Secretary.

The commission has been mandated to submit its report in two years and its recommendations would be implemented from January 1, 2016.

Earlier in September 2013, the Prime Minister had approved setting up of the 7th Pay Commission.

Comrade,

                The Confederation of CG Employees  have given a 48 hrs strike call on 12th and 13th Feb 2014 in respect of 15 charter of demands which include DA merger, date of 7th CPC from 1/1/2014, filling up of vacant post, etc. 

               The basis for your demand is that the prices have increased by over 262  % and DA we are getting is only 100%. That means there is  a gap of more than  162%. The Indian inflation is one of the highest in the world, the money value has gone down drastically, the purchasing power of the CG Employees  has reduced,  due to price increase the house rent has increased drastically in the market and the HRA amount remained stagnant. All allowances should have increased by three times to compensate price rise.  Such is the situation today, the CG Employees  are finding difficult to cope up price  rise.

 Today 91% of the CG Employees are Group "C" Employees, all earlier Central Pay Commissions have not provided justice to these Employees, always the Group "A" and senior officers are benefited by the Central Pay Commissions. The minimum wage of Rs 7000/- as fixed by the 6th CPC is insufficient today  for  a decent living  the  minimum salary for MTS / GDS should be Rs 27,000/- & Multiplying factor for all CG Employees should be three times the (Basic + GP). All allowances should increase by three times.

         The DA as on 1/1/2014 is likely to be 100%,  the CPI is  at 239 points taking into account inflation at  9.1 %, that means the DA would be 100.56% against the actual price rise of 262 %. The DA orders are likely to be issued only in March 2014 as per earlier practices, there is lot of rumors in the news papers that the DA orders will be issued shortly . This will benefit the CG Employees to a great extent.   

       Now the CG Employees  have issued strike notice the media and lot of web sites have started spreading information on the DA merger and 10% DA are beneficial to the CG Employees . This is done to divert the CG Employees attention towards real issues of the proposed Feb strike. 

      Even if DA orders are issued and DA merger takes place the gap between the actual price rise and DA provided will be still around 100%, hence 7th CPC date of effect and Interim Relief are also vital.

         Now let us not worry about these rumors and we shall continue to  prepare the CG Employees towards Feb Strike, not keep quite or simply hope that strike will be called off.      

The main demands of CG Employees which include  DA merger, Interim Relief from 1/1/2014 , date of effect of 7^th CPC from 1/1/2014 should compensate the price rise effect.  

March Ahead for Feb 12th & 13 Strike, even if DA Merger is provided  to you.  strike until  the terms of reference of the 7th CPC as suggested by the staff side (JCM)  is accepted by the Central Govt.
