Policies for Private Investment in Railways

A number of policies were announced during Eleventh Five Year Plan to encourage private investment in terminals and wagons. These include: Private Freight Terminal policy (PFT), Special Freight Train Operations (SFTO) policy, Automobile Freight Train Operators (AFTO) policy, Auto-hub-ancillary policy, Operation of Container Trains, R3i (Railways’ Infrastructure for Industry Initiative) and R2CI (Rail connectivity to coal and iron ore mines) policies to facilitate participation of private sector in the development of Railway Infrastructure. 

While these policies will continue to be pursued during the Twelfth Five Year Plan, a revised policy for encouraging private participation in rail connectivity projects has been approved recently by the Union Cabinet. 

Approval of 53 rakes have been given under Liberalized Wagon Investment Scheme, 3 rakes approval have been given for Special Freight Train Operators Scheme, notification for 8 Private Freight Terminal have been issued, 17 private container train operators have now been given permission for operation of container trains. 

This information was given by the Minister of State for Railways Shri Adhir Ranjan Chowdhury in written reply to a question in Lok Sabha today.

POST OFFICES

India has the largest number of Post Offices in the world. However, 5,00,327 villages are without Post Offices in the country. Opening of Post Offices is an on-going process. New Post Offices are opened as per the prescribed norms and subject to availability of Plan funds and manpower. It has been proposed to open 80 Branch Post Offices and 50 Sub-Post Offices in the country during the current financial year (2012-13). 24,969 departmental Post Offices have been computerized, out of which 21,606 Post Offices have been provided electronic money order facilities. The Department has a plan to provide these services through all Post Offices in phased manner and it is expected to be completed during the current Plan.

This information was given by Dr. (Smt.) Killi Kruparani, Minister of State for C&IT in written reply to a question in Lok Sabha today.

700 Scientists Quit DRDO

NEW DELHI: Almost 700 scientists have quit the Defence Research and Development Organization (DRDO), which has a network of over 50 labs and establishments around the country, in the last six years.

"Scientists who have resigned indicated their personal/domestic grounds as the reasons. However, it is assumed that increased opportunities/incentives available in other organizations/industries is the main reason," the Defence Minister said in Rajya Sabha.

Hence there is a need for 7th CPC and wage revision, if this is a case of  scientists who are having better pay scale and Grade pay,  what is the amount of  frustration of others.

Dear Sir,

                The Confederation of Central Government employees and workers is the apex level organisation of all Federation/Association/Unions of CGEs other than in the Railways and Defence establishments.  In our last National Council meeting, we were constrained to decide to call upon our members to organise a day's strike on 12^th December, 2012 in pursuance of a 15 Point charter of demands.

                As you are aware, it was in the wake of a strike action in 1960s by the Central Govt. Employees, the Govt. of India set up permanent negotiating machinery called JCM so that the employees will be able to raise their demands and grievances and seek settlement thereof through dialogue.  This machinery has now come to a standstill as the Govt. does not convene the meetings of the councils at the Departmental levels on one pretext or the other.  A new set of rules were promulgated in 1993 to grant recognition to Service Associations.  Many Ministries, despite the employees organizations abiding by the stipulated conditions, have not afforded recognition to the Associations/Federations, thereby closing all channels of communication.  The JCM had the facility of referring the issues on which the Government could not agree upon to the Board of Arbitration.  The decision/award of the Board was binding on all parties.  However, of late the Government had been rejecting the awards in favour of the employees on the specious plea of adverse impact on national economy by presenting resolutions in the Parliament.  We need not emphasise the unethical character of this approach which undermines the confidence of the employees in the fairness of the system.  Two such awards have been moved for rejection in this session of the Parliament. 

                The 6^th CPC recommendations and its implementation had given rise to various anomalies.  The employees genuinely felt that the said anomalies would be removed through discussions for which the Government had set up a committee.  The Committee despite meeting on four occasions had not been able to settle the issues; nor could it be referred to the Arbitrator. The 6^th CPC recommendations were implemented with effect from 1.1.2006.  The revision of wages was due on 1.1.2011. The Government has not so far come forward to set up the 7^th CPC. 

                The new contributory pension scheme was introduced by the Government on the plea that the pension liability has become unbearable and is a drag on the exchequer.  In our Memorandum to the Prime Minister, we had raised several issues and had pointed out that the financial outflow on account of the new scheme will be much more than the existing defined benefit scheme. We had indicated in our memorandum quite a number of aspects which would be detrimental to the interest of workers. We were not even favour with a reply to our memorandum.

                Recently the Union Cabinet has decided to allow FDI in pension fund operations.  This will only result in the flow of Indian Savings for investment outside the country.  The PFRDA Bill is slated as Item No. 8 for the consideration of the Parliament in this session.  The real intent of the bill is reflected from the decision taken by the Union Cabinet to allow FDI in this Sector.  This bill being not in the national interest must not be allowed to become an Act. 

                We enclose an explanatory Note on our charter of demands, which include setting up of the 7^th CPC for wage revision, regularisation of GDS as Postal employees, raising the Bonus ceiling in the case of GDS on par with other workers in the country, removal of restriction of compassionate appointments, withdrawal of PFRDA Bill and grant of defined benefit pension to all Central Govt. employees; acceptance and implementation of the awards of Board of Arbitration, revival of public distribution system for making essential commodities available to the people at affordable prices; vacation of victimisation in the IA&A  Department etc.

                We seek your solidarity and support and request you to kindly raise these issues in the Parliament and ask the Government to settle the demands of the Government employees.

                 The Meeting of COC Karnataka was held at City RMS office Bangalore under the chairmanship of Com P.Kamaleshan President COC  Karnataka.

The General Secretary Com P.S.Prasad explained to the members the brief of his  visit to important districts of the state for 12.12.12 strike campaign program such as Mysore, Mangalore, Hassan, Tumkur, Chitradurga , Bellary, Raichur, Gulgurga, Bijapur, Belgaum, Dharwar, Hubli, Shimoga etc apart from Bangalore . and the program of action for the coming days till December 12th. He also informed that posters were printed and distributed to all offices of the Bangalore and also at  district's, he thanked Com Ramakrishna effort in distributing the posters to all post offices of the state of Karnataka. with these strike message has reached entire State of Karnataka.

               CONFEDERATION  CHQ has  sought the support and solidarity for the strike action slated for 12^th December, 2012 from various Central Government organisations in Defence and Railways and FNPO.  Similar letters are being addressed to all such organisations.  We appeal to all Central Government Employees to join the one day strike on 12.12.12 irrespective of affiliation  , on 15 point charter of demands, which include inter alia setting  up of the 7^th CPC for wage revision, withdrawal of PFRDA Bill and extension of the defined benefit pension scheme to all Central Government employees  irrespective of date of their entry into Government service, removal of conditions imposed on compassionate appointments', stopping outsourcing contractorisation, five promotions in the service career as is provided to the organised group A services , merger of DA with pay, acceptance and implementation of arbitration awards, revival of the JCM functioning etc., etc

On 17^th November during the JCTU convention to be held at Bangalore , we shall approach the Central Trade Unions and other Independent Federations seeking their support to make the strike total on 12^th December, 2012.
