The 50% DA was merged for all purpose in 2004,The similar situation has arisen. now that the DA has crossed 50% , The Confederation has placed similar demand now.under Item No. 13. Merge DA with pay for all purposes including pension as and when the DA rates crosses the 50% mark.Now we have to get similar orders. The orders issued in 2004 are reproduced now for your information. . The expected DA as on 1.7.2011 is 58%. F.No. 105/1/2004-IC Government of India Ministry of Finance Department of Expenditure New Delhi, dated the 1st March, 2004 OFFICE MEMORANDUM Subject: Merger of 50% of Dearness Allowance/Dearness Relief with basic pay/pension to Central Government employees/pensioners w.e.f. 01/04/2004. The Fifth CPC in para 105.11 of their report had recommended that DA should be converted into Dearness Pay each time the CPI increase by 50% over the base index used by the Pay Commission. 2. This recommendation of Fifth CPC has been considered and the President is pleased to decide that, with effect from 01/04/2004, DA equal to 50% of the existing basic pay shall be merged with the basic pay and shown distinctly as Dearness Pay (DP) which would be counted for purposes like payment of allowances, transfer grant, retirement benefits, contribution to GPF, Licence fee, monthly contribution to CGHS, various advances, etc. The entitlements of LTC, TA/DA while on tour and transfer and government accommodation shall, however , continue to be governed on the basis of the basic pay alone without taking into account Dearness Pay. In case of existing pensioners, Dearness Relief equal to 50% of the present pension will, w.e.f. 01/04/2004, be merged with pension and shown distinctly as Dearness Pension. Dearness Allowance/Dearness Relief converted into Dearness Pay/Dearness Pension respectively would be deducted from the existing rate of Dearness Allowance/Dearness Relief. 3. To ensure that pensioners retiring between 01.04.2004 to 31.01.2005 do not face any loss in fixation of pension, as a special dispensation in their case, DA equal to 50% of the basic pay would be treated as basic pay for purposes of computation of pension in respect of basic pay received by them prior to 01.04.2004. Consequently, element of dearness pension will exist only for pensioners retired/retiring from Government of India up to 31.03.2004. 4. Insofar as the persons serving in the Indian Audit & Accounts Department are concerned, these orders issue after consultation with the Comptroller & Auditor General of India.

The undersigned is directed to refer to this Ministry’s O.M. No.S.14025/10/2001-MS, dated 31-12-2002 on the subject mentioned above and to say that the issue of further revision of consultation / visiting / injection fees of different categories of Medical Officers (Authorized Medical Attendants) appointed for the treatment of Central Government employees and their dependent family members covered under CS (MA) Rules, 1944 of various Ministry / Departments / States / Union Territories has been under consideration of this Ministry for sometime. It has now been decided to revise the same as indicated below :-

PRESS RELEASE
The Central Board of Direct Taxes has notified the scheme exempting salaried taxpayers with total income up to Rs.5 lakh from filing income tax return for assessment year 2011-12, which will he due on July 31,2011.
Individuals having total income up to Rs.5,00,000 for FY 2010-11, after allowable deductions, consisting of salary from a single employer and interest income from deposits in a saving bank account up to Rs.10,000 are not required to file their income tax return. Such individuals must report their Permanent Account Number (PAN) and the entire income from bank interest to their employer, pay the entire tax by way of deduction of tax at source, and obtain a certificate of tax deduction in Form No.16.
Persons receiving salary from more than one employer, having income from sources other than salary and interest income from a savings bank account, or having refund claims shall not be covered under the scheme.
The scheme shall also not be applicable in cases wherein notices are issued for filing the income tax return under section 142(1) or section 148 or section 153A or section 153C of the Income Tax Act 1961.

S.O.1295(E).—In exercise of the powers conferred by clause (23AAA) of Section 10 of the Income-tax Act, 1961(43 of 1961), the Central Board of Direct Taxes hereby makes the following amendments in the notification of Government of India, Ministry of Finance, number S.O. 672(E) dated the 27th July, 1995, namely :—
in the said notification, in paragraph (1), after clause (c), the following clause shall be inserted, namely :—
(d) to meet the cost of annual medical tests or medical checkups of the member, his spouse and dependent children.

COC meeting held on Friday the 10th June 2011 at 6.00 pm at City RMS Bangalore under the Chairmanship of Com Muthkumar .
The Meeting was attended by representatives of following organisations
NFPE(P3,P4,Postal Accounts, RMS) ITEF, Central Excise Survey of India, Ground Water, CGHS, G.S.I,Ground Water & Loco Running staff.
Com P.S.Prasad General Secretary welcomed the members and Com KKN.Kutty Secretary General Confederation of C.G. Employees and Workers New Delhi for this meeting, He informed members that from 5th July Postal Employees will be on strike, All Affiliates of COC should render their solidarity with Postal Employees and it is an Important strike for entire C.G.Employees.
Thereafter Com KKN.Kutty Secretary General Confederation of C.G. Employees and Workers New Delhi. addressed the meeting He stressed the importance of Postal Employees strike in detail, This is an move by the Govt. to close down the Govt Department's in a phased maner, Now there is an attack on RMS and Post Offices Closure, after some time it may be on other Govt. Departments, Hence he urged that all Affiliate's of Confederation should actively participate in the strike, By holding the Dharna and Rally programs which a detail circular will be sent.
The informed the members that Confederation will extend its support to the postal strike. The House passed a resolution extending support for Postal Strike.
He also made emphasis on the need of 7th CPC constitution.
Chairman of the meeting Com Muthukumar he informed members that Postal Strike is an important strike and at this movement of CG employees of Karnataka we are fortunate to have Com KKN. Kutty at Bangalore, we should follow his advise on strike

Proceedings of the 7th Conference held on 21st April 2011
The 7th Conference of the Confederation of Central Government Employees & Workers, Karnataka unit was held in Bangalore on 21st April 2011. More than 75 delegates representing Bangalore and from 11 districts viz. Bangalore Rural, Ramnagar, Mandya, Mysore, Kolar, Chikmagalur, Davangere, Belgaum, Udupi, Dharward and Hassan attended the meeting. The organisations which represented in the meeting included all wings of NFPE, AG’s, Income Tax, Central Excise, Census, Ground Water Board, Survey of India, GSI, Civil Accounts etc. The proceedings were conducted by the Presidium consisting President Com P Kamaleshan & Working President Com S.Radhakrishna
The conference with salute to Martyrs Column led by Com KKN Kutty and Com Raja Secretary General & Secretary respectively of Confederation Hqrs. Com S.Radhakrishna on behalf of the presidium welcomed the guests and delegates and explained about the challenges before the CG movement in coming days. Com KKN Kutty inaugurating the conference briefly traced the background of our demands and also the events for the last three years and developments in JCM front. He explained about the Charter of demands adopted by the National Executive of the Confederation in its meeting held on 1-12-2010 in Mumbai. He called upon all the affiliates and their leadership to prepare the membership for the ensuing struggle to achieve the demands by popularising and educating the membership about the demands. Com Raja in his speech stressed the need for decimating the information among members because informed members will be better prepared for implementing the programmes of the organisation. Com Prasanna Kumar Secretary, CITU Karnataka,Com Ravindran Pillai Vice President AIDEF, Com Bhaskaran Secretary P&T Pensioners Association and Com Ratnakar Shenoy BEFI graced the meeting and greeted the delegates.
The General Secretary Com P.S.Prasad then placed the report of the activities of the unit since 2007 to 2011 and also placed the audited accounts for the years 2007-08 to 2010-11. After discussion the house unanimously approved the report and accounts. After lunch there was an interactive session with national leaders on various issues like issues arising after the implementation of pay commission report, anomaly committee, CGHS problems, functioning of Confederation and JCM charter of demands etc. The central leadership i.e. com Kutty and Raja actively involved and answered all the questions and clarified all the points. The delegates were very happy
The election to the Executive committee was held and Com Manjunath Circle Secretary P III declared that following members have been elected unanimously to the executive committee.

The meeting adopted a policy programme resolution which endorsed the charter of demands adopted by the National Council of Confederation and decided to take all measures to implement the calls of HQRS successfully.
The meeting also adopted resolutions on CGHS problems
President Com Kamaleshan addressing the delegates called upon the leadership to prepare themselves for struggles to achieve our demands. He was confident our unit will be in forefront of movement of workers. He thanked the central leadership for their guidance and the delegates for their active participation in the deliberations. He declared the Conference closed at 5 PM amidst vibrant slogans reflecting the determination of membership to march on with unity and purpose

7th Pay Commssion
Central staff seek seventh Pay Commission
Hyderabad, May 16: Stating that central government employees were not happy with the recommendations of the 6th pay commission, Com SK Vyas, President of the Confederation of Central Government Employees and Workers (CCGEW), demanded constitution of 7th pay commission to resolve problems of employees. He was speaking at a state-level convention of CCGEW held at Hyderabad on Sunday.
Com KKN Kutti, Secretary General of CCGEW was also present.
