CGHS Rates 2010 a review

is This is to bring to your kind knowledge and necessary action regarding CGHS Hospitalization rates in Bangalore City, The Rates that were agreed in 2007 was less which needs upward revision. It is most unfortunate that The CGHS rate list of 2010 in Bangalore is the lowest in the country which shows a drastic declinefrom 30% to 200% compared to 2007 rates where as in all other cities including Delhi which has shown an increase of 25 % to 100%, compared to 2007 package rates at many items. This has put the CGHS beneficiaries to more trouble.

For few examples in respect of package rates for treatment are given below:

The above examples shown above are few there are many more cases ,It is quite clear from above, the CGHS Package rates is lowest in the country whereas hospital charges works out from Rs 50,000 to Rs 1, 70,000 where as the CGHS package rate is Rs 6500 to 18000 for 12 days treatment for semi private ward. As such no private hospitals are coming forward for empanelment with CGHS for treatment of indoor patients due to reduction in rates and even if they empanel at CGHS rates, they are demanding higher rates from the beneficiaries.

So this means the beneficiaries shall have to pay from their pocket the difference of amount.

It is request you to take up the matter with Health Ministry to see that uniform rates are prevailing in the country. When all other cities show upward revision in treatment charges, Bangalore is showing drastic downward revision in rates. Hence it is requested to uniform rates all over the country.

Secondly the CGHS subscription was increased by 3 times where as hospitals rates are coming down and also ward entitlement is not made on Grade pay, but still continue with Basic pay. The entitlement of wards should be made on Grade Pay.

This is to bring to your kind knowledge and necessary action Regarding CGHS Hospitalsation rates of Bangalore City, The Rates which were agreed in 2007 was less which needed upward revision. It is most unfortunate that The CGHS rate list of 2010 in Bangalore is the lowest in the country which shows a decline of 30% compared to 2007 rates where as in all other city's including Delhi which has shown an increase of 25 % . This has put the CGHS benificaries to more trouble.

For examples in respect of abdomen Cancer treatment code no 623 of 2007 the rate was Rs 17,500/- Now the same treatment under code no 406 in Bangalore it is Rs 12960/- where as in Delhi and all other city's it is Rs 20,000/- .

code no 626 of 2007 the rate was Rs 15200/- Now the same treatment under code no 409 in Bangalore it is Rs 6480 /- where as in Delhi and all other city's it is Rs 17200/-

code no 628 of 2007 the rate was Rs 22300/- Now the same treatment under code no 411 in Bangalore it is Rs 12960/- where as in Delhi and all other city's it is Rs 19450/-

code no 629 of 2007 the rate was Rs 15200/- Now the same treatment under code no 412 in Bangalore it is Rs 5940/- where as in Delhi and all other city's it is Rs 16200/-

code no 630 of 2007 the rate was Rs 15200/- Now the same treatment under code no 413 in Bangalore it is Rs 5940 /- where as in Delhi and all other city's it is Rs 16200/-

code no 634 of 2007 the rate was Rs 8900/- Now the same treatment under code no 417 in Bangalore it is Rs 4860 /- where as in Delhi and all other city's it is Rs 11,000/-

code no 670 of 2007 the rate was Rs 14620/- Now the same treatment under code no 449 in Bangalore it is Rs 6480 /- where as in Delhi and all other city's it is Rs 18000/-

We cannot blame the hospitals, the CGHS Package rates is lowest where as hospital charges works out from Rs 50,000 to Rs 1, 70,000 CGHS should understand the real price the 12 days treatment for semi private ward.

So this means the benificaries shall have to pay from their pocket the difference of amount. I request you to take up the matter with health ministry to see that uniform rates are prevailing in the country when all other city's show upward revision Bangalore is showing downward revision of rates. Secondly the CGHS subscription was increased by 3 times where as hospitals rates are coming down and also ward entitlement is not made on Grade pay, but still continue with Basic pay. The entitlement of wards should be made on Grade Pay.

Expected DA from Jan 2011

The central government employees received 10% DA in addition to 35% earlier,which now stands at 45%.They got the payment as two months arrears for July and August.The DA for September was calculated in their regular monthly payments.Through this hike employees got an increase of Rs700 to Rs900 in their monthly salaries. There was no such increase before this.Let us see some of the reasons.

The main reason behind announcing DA is due to the increase of prices in essential commodities.’Labour Bureau’-which is under the central government takes the statistics of the prices of essential commodities in selected cities and this process is known as AICPIN -i.e.- All India Consumer Price Index. DA is calculated only as per the AICPIN.

Regarding the next instalment of DA which is to be announced from Jan 2011,numerous speculations are pouring in.The DA percentage will be calculated as per the AICPIN from September 2010 to December 2010. Suppose the AICPIN stands at 179 points or more,there are chances of getting 10% DA from Jan 2011.

Any way let us assume that the DA will surely cross the 50% which will enable increases in some allowances.

Children Education Allowance,Child Care Allowance,Washing Allowance,Cycle Allowance,Cash Handling Allowance,Conveyance Allowance,Split Duty Allowance will also be increased.

CGHS Grievances

The Karnataka COC had taken up with Confederation CHQ regarding Grievances relating to CGHS vide its letter published in this web site on 27th Feb 2010 and 12th July 2010.

The President of the Confederation Com S.K. Vyasji has taken up our case with the Secretary of Ministry of Health and Family welfare Nirman Bhavan New Delhi. today I have received the copy of the letter sent. I thank one and all for their suggestions given to me.

The COC thanks the Confederation CHQ for taking up the case of Grievances relating to CGHS Bangalore.

MACP clarification.

Note of the Second Meeting of the Joint Committee on MACPS held under the Chairmanship of the Joint Secretary
(Establishment), DOPT on 15'~ september, 2010 for information and further necessary action.

It is clarified from CHQ of Confederation, the meeting on MACP held in the last week, it was agreed that the criteria for promotion was agreed in the meeting that means that the bench mark of CR was agreed as average was enough for MACP scheme instead of good and very good as in case of regular promotion. The question of next promotional grade pay instead of next grade pay has not been agreed so far. which is our primary demand. The concerned departments can switch over to old ACP instead of MACP if the cadre is benifical

Pension reforms strike in France

France trade unions staged a second strike in one month, against the France Govt. unpopular pension reforms, in which millions of workers participated in the strike, which paralyzed the country, the flights were cancelled, train services were cancelled & roads were blocked.

Similar protests were held in Greece and Spain nations on such reforms.

This type of strikes in Europe should be boost the moral of Indian trade union movement, where similar reforms are being implemented, now the Government of India should desist from implementation of such reforms which are anti workers.

Child care leave

NOTE: Kindly see the Department of Personnel O.M.No. 13018/1/2010 Estt (leave). The conditions imposed by them for the grant of Child care leave by the subsequent clarifications dated 29.09.2008, 18.11.2008 and 2.12.2008 have now been removed and the women employees can avail the leave without exhausting the earned leave to their credit , The COC thanks Confederation for taking up this matter

Strike a sucess

Comrades,

Abiding by the call of the Central Trade Unions and endorsed by the all India Federations, the Confederation of Central Government employees and workers organized the one day strike today the 7^thSeptember, 2010 against the increasing inflation, price rise, demanding the revival of the Universal Public Distribution system, against the policy of privatization of Public Sector and Governmental organizations, against contrctorisation, outsourcing and above all demanding the scrapping of the new contributory pension scheme introduced to replace the existing statutory defined benefit pension Scheme.

The strike action elicited good participation of Central Government Employees in the Karnataka State, Banks Insurance sector was totally closed, State Govt. Employees also particiapated in good numbers. Rally was also good, with good Media coverage including national news.

The Strike was an impressive indication of the growing discontent of the Central Government employees over the Neo-liberal Economic Policies, which has threatened the job security of the workers, redundancy due to outsourcing, corporatisation and privatization of Government departments, contractorisation of the functions of about 10 lakh employees belonging to the lower strata and the big erosion of the value of the wages due to the price rise.

The COC while congratulating the Central Government employees for their unstinted co-operation in making the strike a grand success has called upon them to be prepared and mobilize themselves further for a greater form of agitational programme, if the Government continues to tread the pro-rich polices.
