7th CPC Hikes funding through Income Declaration Scheme -II: Report

Highlights  of Report:

1) The second income disclosure scheme (IDS) will help contain the 2017-18 fiscal deficit at 3.5 per cent of GDP,This should allow Finance Minister Arun Jaitley to hold the FY18 fiscal deficit at 3.5 per cent of GDP - same as FY17's - and at the same time fund the 7th Pay Commission.

2) The second income disclosure scheme (IDS-II) will fetch about Rs 1,000 billion (Rs 1 lakh crore)  / 0.7 per cent of GDP in additional taxes. 

Conclusion:  This means more funds available with  the Central Government from March 2017, thus the Central Government employees demands can be achieved provided the   Central Government accepts our demands in principle.

RBI Governor Statement on 7th CPC issues

Comrades.
                 Dr. Urjit R. Patel – Governor, Reserve Bank of India has said in a media conversation has made following observations in respect of Central Government employees which is published in Reserve Bank of India website: 

1) The disbursement of salaries and arrears under the 7th Pay Commission award has not been disruptive to inflation outcomes.

2) The extension of two months given to the Ministry of Finance to receive the notification on higher allowances under the Commission’s award, could push its fuller effect into the next financial year rather than this financial year.

The above statement by the Governor, Reserve Bank of India clearly indicates the following:
A)  The 7th CPC effect on the Government expenditure is minimal and doesn’t have any impact on the inflation and prices and there is scope for further improvement in fitment formula provided the Government is ready to consider the staff side demands.

B)   The allowances will be revised only after February 2017 and come into effect in next financial year.  


Only struggle is only the solution for the Central Government employees to get our main demands resolved such as revision of fitment formula and allowances.

Pay hike after implementation of Seventh Central Pay Commission

(a) the salient features of the Seventh Central Pay Commission;

(b) the percentage of increase in the salaries of employees after the implementation of the recommendations of Seventh Central Pay Commission;

(c) the percentage of increase in the salaries of employees after the fourth, fifth and sixth Central Pay Commission;

(d) whether the extent of pay hike this time is very less as compared to the previous pay hikes; and

(e) whether Government would reconsider it in view of the resentment among employees and pay anomalies?

(a): The Seventh Central Pay Commission (7th CPC) has recommended the minimum pay of Rs. 18,000 per month and uniform fitment factor of 2.57 for all employees. The system of Pay Band and Grade Pay has been replaced with separate Pay Matrices for Civil, Defence and Military Nursing Services personnel. The Commission has recommended abolishing 52 allowances and subsuming of another 36 allowances either in an existing allowance or in newly proposed allowances. Allowances relating to Risk and Hardship will be governed by a Risk and Hardship Matrix. The Commission has also recommended revised pension formulation for all personnel who have retired before 01.01.2016 to bring about complete parity of past pensioners with current retirees.

(b) to (e): Salary of all employees will increase by at least 14.29 per cent after the implementation of Seventh Central Pay Commission (7th CPC) recommendations. The 7th CPC has mentioned that increases given in Minimum Pay were 27.6%, 31.0% and 54.0% by Fourth, Fifth and Sixth Central Pay Commissions, respectively. The anomalies arising out of implementation of the recommendations of the 7th CPC will be examined by the Anomalies Committee which has already been constituted. Based on the report of the Committee, the matter will be considered by the Government and appropriate decision will be taken.

DA and CPI as on October 2016

The All-India CPI-IW for October, 2016 increased by 1 point and stood at 278 (two hundred and seventy eight). On 1-month percentage change, it increased by (+) 0.36 per cent between September and October, 2016 when compared with the increase of (+) 1.13 per cent between the same two months a year ago.


DA as on October 2016 is 4.63%

AIRF Conference highlights

PROCEEDINGS OF THE 92ND ANNUAL CONFERENCE OF AIRF HELD AT ALLAHABAD FROM 8-10 NOVEMBER, 2016.



 RESOLUTION NO.1 


 All India Railwaymen‟s Federation would be compelled to recall its decision for an “Indefinite Strike” in the Railways, from a date to be fixed, the responsibility of which shall squarely falls on the Ministry of Railways and the Government of India. To mount pressure on the government, this 92nd Conference of AIRF calls upon all the Railwaymen to observe 14th December, 2016 as “All India Protest Day” in a befitting manner.

This conference authorizes the Standing Committee of AIRF to take appropriate decision, including the decision to fix-up the date for an “Indefinite Strike” in the Indian Railways, if the issues, already raised, are not resolved at the earliest.

(a) whether Group of Ministers including Union Minister for Finance had assured the representatives of various trade unions/JCM to set up a Committee to consider the demand of revision of Minimum Wage and Fitment Formula under 7th CPC with a mandate to finalize its report within four months;

(b) if so, the present status of the Committee;

(c) the reasons for the delay in report by the said Committee even after elapsing of more than four months;

(d) whether the Committee on Allowances has finalized its report;


(e) if so, the details thereof along with the salient recommendations thereof; and

(f) if not, the reasons therefor?

(a) to (c): In pursuance of the assurance given by the Union Ministers to the representatives of the National Council (Staff Side), Joint Consultative Machinery, meetings have been held by a group of senior officers with them to discuss their demands in this regard.

(d) to (f): The Committee on Allowances has been interacting with various stake-holders to discuss their demands and has so far held discussions with National Council (Staff Side), Joint Consultative Machinery, representatives from staff associations and officials from Ministry of Health & Family Welfare, Ministry of Home Affairs and Department of Posts. The Committee may also interact with the representatives of some other major Ministries/Departments and stakeholders with whom consultations are yet to be held before finalizing its Report.

Trade Unions want income tax exemption limit to be hiked to Rs 5 lakh

NEW DELHI: Trade Unions have pitched for an hike in personal income tax exemption limit to Rs 5 lakh and minimum wages to Rs 18,000 in the upcoming Union Budget. 



Trade union representatives gave their wish list to Finance Minister Arun Jaitley that emphasized on steps in the next Budget to create more jobs and employment opportunities. 


Other suggestions include, more focus in the Budget on social security schemes for the workers, especially those working in unorganised sectors, according to a finance ministry statement on Saturday. 


Hon'ble Finance Minister Shri Jaitley said that one of the major priorities of the government is to ensure that benefits of Social Security Schemes reach to every section of workers including those working in the unorganised sector. He said that the government is sensitive about the workers' welfare and would take all possible.

(a) whether the Government has deferred the Seventh Pay Commission’s recommendations on various allowances, perks and perquisites and referred the matter to a Committee;

(b) if so, the details thereof along with the terms of reference and aims and objectives of this move;

(c) whether the Committee has submitted its report to the Government and if so, the details thereof and if not, the reasons for the delay; and

(d) the timeframe drawn for the Committee to submit its report to the Government and the date from which the allowances including house rent, education and transport allowances are likely to be made effective?

(a) & (b): In view of the number of representations received with regard to substantial changes with the existing provisions relating to Allowances recommended by the 7th Central Pay Commission, the Government has set up a Committee to examine the recommendations of the Commission on allowances (except Dearness Allowance). The Committee has been asked to go into the recommendations of the Commission on various allowances and, having regard to the representations made by the staff associations as also the suggestions of the concerned Ministries/Departments and to make recommendations as to whether any changes in the recommendations of the Commission are warranted and, if so, in what form. Till a final decision is taken by the Government based on the recommendations of this Committee, all allowances (except Dearness Allowance) will continue to be paid at existing rates in the existing pay structure. The Committee, constituted vide order dated 22.7.2016, is to submit its report within four months. 


(c) & (d): The Committee has been interacting with various stake-holders to discuss their demands and has so far held discussions with National Council (Staff Side), Joint Consultative Machinery, representatives from staff associations and officials from Ministry of Health & Family Welfare, Ministry of Home Affairs and Department of Posts. The Committee may also interact with the representatives of some other major Ministries/Departments and stakeholders with whom consultations are yet to be held before finalizing its Report. On submission of the Report, the matter pertaining to allowances will be considered by the Government and appropriate decision will be taken thereafter.

Central Govt Employees disappointed for poor pay, allowances

New Delhi: Central government employees are feeling let down by the political authority of the country for denying them their due in terms of better monthly salary and allowances.
Despite representations to the Prime Minister, Home Minister, Finance Minister, Railways Minister, Departmental heads and Committees set up by the government to look into the pay and allowances related grievances, the employees have expressed utter disappointment that they have not been heard so far.
“ We had sought a minimum pay of Rs 26,000, they gave us Rs 18,000. After every meeting they do not say anything. We ask, how much you can improve upon, you tell us how much you can go, buy they don't say anything, said K. K. N. Kutty, President, Confederation of Central Government employees and Workers, on the discussions the union has had over Allowances.
“There is no discussion in real terms, they simply listen to us and do not commit anything. We think the political authority, we don't know, it could be Prime Minister, has not authorized the bureaucracy to commit anything to us,”added Kutty.
When around 33 lakh central government employees threatened to go on strike on July 11 protesting the implementation of 7th Pay Commission, the Finance Ministry had agreed to set up Anomalies Committee, and Allowances Committee who would be mandated to go through the fine print of the 7th Pay Commission.
Even after the formation of 22-member Anomalies Committee headed by Secretary, Department of Personnel and Training (DoPT) with members from both the official and staff side, and Allowances Committee headed by Finance Secretary, no settlement on the wage hike or allowances issue appears in sight.
The Government is yet to set up the high level committee on minimum wage, fitment formula revision and other main demands of central government  employees as assured by Cabinet Ministers in July 2016.
The National Joint Council of Action, a front formed by six government staff unions, including Confederation of Central Government Employees (CCGE), All India Defence Employee Federation and National Coordination Committee of Pensioners Association representing the staff side of the central government employees have even threatened to go on a large scale agitation and hold a march up to the Parliament on December 15, if government fails to improve on pay and allowances over what has been implemented under 7th Pay Commission.
As per the notification for the implementation of the 7th Pay Commission, central government employees got 14.27 percent hike in basic pay at junior levels, which is said to be the lowest in 70 years.
The salary hikes of government employees indeed appear meager when compared to the 100 percent hike expected by the Members of Parliament soon.
The point not to be missed is that, while the salaries of central government employees were revised after 10 years, the MPs' salaries were last revised in 2010.

1.     Avoid delay in implementing the assurances given by Group of Ministers to NJCA on 30thJune 2016, especially increase in minimum pay & fitment formula. Implement the assurance in a time bound manner.

2.     Settle issues raised by the NJCA, regarding modifications of the 7th CPC recommendations, submitted to Cabinet Secretary on 10th December 2015.

3.     Scrap PFRDA Act and New Pension System (NPS) and grant Pension/Family Pension to all Central Government employees under CCS (Pension) Rules 1972.

4.     No privatization, outsourcing, contractorisation of Government functions.

5.     (i) Treat GraminDakSevaks as Civil Servants and extend all benefits on pay, pension and allownaces of departmental employees.
(ii) Regularise casual, contract, contingent and daily rated workers and grant equal pay and other benefits.

6.     Fill up all vacant posts by special recruitment. Lift ban on creation of new posts.

7.     Remove ceiling on compassionate appointments.

9.     Revive JCM functioning at all levels.
