1. General Secretary’s Report for the years 2007-08 to 2010-11 and Audited Accounts

2. Election of Executive Committee for the years 2011-12 to2013-14 and

3. Nomination of Auditor

4. The developments on CG employees’ problems.

5. Any other subject with the permission of the chair.

WHAT ARE THE CONDITIONS FOR MEDICAL FACILITIES TO QUALIFY AS TAX FREE PERQUISITES?

Medical Facilities For Employees In India [Provision to Section 17(2)]

Expenditure on medical treatment in India
  • In certain cases medical facilities are treated as tax free. When an employee is granted medical facilities or his family members are granted medicalfacilities in any hospital, dispensary or nursing home maintained by the employer ,in such a situation medical perquisites are treated as tax-free perquisites.
  • In case of reimbursement by the employer of an amount actually spent by the employee for obtaining medical treatment for himself or his family members is a tax free perquisites up to a ceiling of Rs. 10,000/- p.a. This ceiling has been raised to Rs.15,000/- from the assessment year 1999-2000. However in the following cases medical treatment of the employee and his family members shall be fully tax free even if the amount paid or reimbursed exceeds these specified limit of Rs.15,000/- as mentioned above :
    • Actual expenditure incurred by employee on himself or his family's medical treatment in a Government Hospital or in a hospital approved by the Government for its employees.
    • Expenditure incurred by the employee on himself or his family member's medical treatment in respect of prescribed diseases in a hospital approved by the Chief Commissioner of Income Tax. To avail the benefit under this Section the employees has to attach, alongwith his return of income, a certificate from the hospital specifying the disease for which medical treatment was required and the receipt for the amount paid to the hospital.

New Methodology to Assess Price Index

According to information furnished by the Ministry of Statistics & Programme Implementation on 18th February, 2011, the Central Statistics Office (CSO), released a new series of Consumer Price Index (CPI) numbers on base 2010=100 for rural and urban areas separately and combined (rural+urban). This index is available at the all-India level and also at the level of States/UTs. The All-India Consumer price indices for January, 2011(provisional) in respect of rural, urban and combined are 107, 104 and 106 respectively.

Consumption patterns used for new CPI have been derived from the results of the Consumer Expenditure Survey conducted by the National Sample Survey Office during 2004-05. A statement giving details of sub-group and group along with all India weights for rural, urban and combined is given below:

Prices of specified consumption items are collected every month from 1181 selected villages covering all the districts by the officials of the Department of Posts. Prices from urban areas covering 310 selected towns which include all State/UT capitals by the Field Operations Division of the National Sample Survey Office, excepting three States/UT of Arunachal Pradesh, Mizoram and Lakshadweep where the price collection work is undertaken by the respective State/UT Government.

This information was given by Shri Mallikarjun Kharge, Minister for Labour And Employment in a written reply to a question in the Lok Sabha today.

Minutes of Meeting

The Minutes of COC meeting held on 11th March 2011 at 6.30 pm at City RMS office Bangalore, Which was presided over by President of COC Com V.Muthukumar and is published for your information.

The General Secretary Com P.S.Prasad took up following agenda for the meeting .

1) To discuss CGHS Bangalore problems

2) participation of Workers march to Parliament programme on 23rd Feb. 2011

3) The National Women Convention held at Kolkata on 7th and 8thFebruary, 2011.

5) State level Convention of COC due to be held with elections of Office bearers.


The Meeting decided following programme of actions .

a) To hold dharna in front of Additional Directors office CGHS located at Kedria sadhanKoramanagala Bangalore on April 2011 in respect of upward revision of CGHS rates and more enplanement of CGHS recognised hospitals and in respect of local issues a meeting will be held with Additional Directors CGHS Bangalore.

b) The participation in Workers march to Parliament programme on 23rd Feb. 2011 was very good especially from AG's, ITEF, Postal, RMS, GDS, and Ground Water. The COC has exceeded the specified targets.

d) seven delegates paricipated National Women Convention held at Kolkata on 7th and 8thFebruary, 2011, five from AG's , two from ITEF participated ,Com Seethalakkshmi Joint Secretary COC and Com Nirmala were elected as Committee members.

e) It was decided to hold State level Convention of COC due to be held with elections of Office bearers on 21st April 2011 at GPO or NGO hall Bangalore, all affiliates are requested to clear theirCOC subscription at Rs 2/- per member per year. All affiliates are requested to submit their membership lists . The notice for the meeting will be issued in April 2011 affiliates are requested to clear the dues of the COC for participation in convention. The Central Leaders have confirmed their participation in this convention.

Th All affiliates are requested to inform the District units so that the district units shall actively participate in this convention. posters will be available in first week of April.
