DA as on JAN 2014 looks like 100%.

Consumer Price Index Numbers for Industrial Workers (CPI-IW) July 2013

     According to a press release issued today by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for July, 2013 rose by 4 points and pegged at 235 (two hundred and thirty five).

 DA as on  Jul-13   is    92.28 %.
 If CPI is 241 points in December 2013 then 

DA as on  JAN 2014 is 100%

JCM National Council - Meeting


CONFEDERATION DEMANDS INCLUDED IN THE AGENDA OF THE JCM NATIONAL COUNCIL

Agenda for next meeting of the JCM National Council has been finalized on 27.08.2013 in consultation with DOP&T Twelve demands raised by Confederation in the charter of demands are included. (including GDS employees demand) Next meeting of National Council JCM is expected by the end of October 2013.

Preparatory Mass Meeting Minutes





Comrades,


                Preparatory Mass Meeting was conducted at  club room Income Tax Office Bangalore on 23/8/2013 which was presided over by Com R.Seethalakshmi Vice  President COC Karnataka and Com C.G. Prabhu  Vice  President COC Karnataka which was attended by representatives of Postal , Income Tax , Central Excise,  Ground Water , Postal Accounts, RMS, Survey of India, Civil Accounts. CGHS, etc.


                  The General Secretary Com P.S.Prasad explained to the member the need of 7th CPC, DA merger, current issues like price rise which is effecting the CG Employees along with common man. He also informed the need for holding the dharna program.  He requested all affiliates of COC to make the Dharna program from 2nd September to  5th September   a success not only in Bangalore also in each and every District and Taluk level.  He also requested affiliates to remit  the COC subscription.      

               Com R.Seethalakshmi Vice  President COC Karnataka and Com C.G Prabhu  Vice  President COC Karnataka  spoke and requested support for the dharna and explained the program

In the reply to a question in Rajya Sabha regarding strike called by Railways federations the Ministry of Railways stated about  setting up of 7th Central Pay Commission that: 

One of the demands of both the Federations is regarding setting up of VIIth Central Pay Commission. Since constitution of Central Pay Commission is a subject matter of Ministry of Finance, the same has been referred to that Ministry.

(a) whether it is a fact that all Railway trade unions have threatened to go on a general strike if their demand for a new National Pay Commission is not announced within a period of four months; and 


(b) if so, the details thereof and Government’s reaction thereto?

(a) and (b): There are two recognized staff Federations on Railways. Both the Federations have made numerous demands concerning various service matters of railway employees like pay and allowances, promotion and pension. While one of the Federations have indicated that if their grievances are not resolved in a time bound programme, the Federation would be compelled to conduct strike ballot as a first step. The other Federation have decided to give a time of four months to the Government for satisfactorily settling their demands failing which the Federation will be compelled to give call for ‘Indefinite Strike’ on Railways. One of the demands of both the Federations is regarding setting up of VIIth Central Pay Commission. Since constitution of Central Pay Commission is a subject matter of Ministry of Finance, the same has been referred to that Ministry.

Section 135B in The Representation Of The People Act, 1951.
135B. 5[ Grant of paid holiday to employees on the day of poll.
(1) Every person employed in any business, trade, industrial undertaking or any other establishment and entitled to vote at an election to the House of the People or the Legislative Assembly of a State shall, on the day of poll, be granted a holiday,
(2) No deduction or abatement of the wages of any such person shall be made on account of a holiday having been granted in accordance with sub- section (1) and if such person is employed on the basis that he would not ordinarily receive wages for such a day, he shall nonetheless be paid for such day the wages he would have drawn had not a holiday been granted to him on that day.
(3) If an employer contravenes the provisions of sub- section (1) or sub- section (2), then such employer shall be punishable with fine which may extend to five hundred rupees.
(4) This section shall not apply to any elector whose absence may cause danger or substantial loss in respect of the employment in which he is engaged.
