MAY DAY GREETINGS

Dear Comrade,
OBSERVE MAY DAY

Confederation of Central Government Employees and Workers Karnataka State wishes one and all  MAY DAY GREETINGS. The historic May day - the international workers day, observed throughout the world by the working class. 


On the occasion of May Day the COC Karnataka  reaffirms its international solidarity with the working class of the socialist countries in their struggles for upholding the principles of scientific socialism.  

The COC  also expresses solidarity with the working class and toiling masses of the developed capitalist countries in their grim battle against the disastrous fall out of neo-liberal capitalist order and the nefarious design to impose the burdens of the current economic crisis on the mass of the people.

The COC  reasserts the bondage of solidarity with the working class of the developing countries in their bitter struggles simultaneously against imperialist machinations on their country’s socio-political and economic governance on the one hand and the onslaughts on their rights and livelihood by their respective ruling polity on the other under the influence of the imperialist driven neo-liberal order. 

The COC Karnataka extends solidarity with the agricultural workers and poor and marginal farmers in their struggle for survival against deepening agrarian crisis and its fall out in the form aggravating poverty and destitution, dwindling employment and earnings and increasing suicides among the farming community.

The COC Karnataka  also greets the fraternal mass organisations of women, youth and students who are engaged in grim struggles against discrimination, unemployment, commercialisation and privatisation of education and public utilities — all arising out of the policies of neo-liberalism. The working class must establish fraternity with these sections for joint struggles for the cause of the country and the people.

Dearness Allowance 80% With Effect From 01-01-2013 –Approved By Central Government



          The Union Cabinet today in its meeting, gave its approval to release an additional instalment of Dearness Allowance (DA) to central government employees and Dearness Relief (DR) to pensioners w.e.f. 1.1.2013  representing an increase of 8% over the existing rate of 72% of the Basic Pay/Pension, to compensate for price rise. The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission.
           Necessary order for increasing Dearness Allowance will be issued by Finance Ministry soon. The resultant arrears amount on account of the increased Dearness Allowance for the month of January , Febraury and March will be paid to central government employees by the respective Ministry/Department after the issuance of the order for granting dearness allowance by  Ministry of Finance

DELAY IN GRANT OF DA - HOLD PROTEST DEMONSTRATION ON 23RD APRIL 2013

The DA for Central Govt.  Employees is pending before the cabinet from past one month, either  The Union Finance Minister Shri P. Chidambaram or the Honu'able Prime Minister was in country. It is learnt that  concerned ministries have cleared the file for DA it is only awaiting cabinet approval . 
  
Now according to the PIB release dated 13-4-2013 , The Union Finance Minister Shri P. Chidambaram left for one week two nation tour to Canada and USA on Sunday,14th April, 2013. The Finance Minister will leave for the back home on 20th April, 2013 and will arrive in the national capital on the early morning of 22nd April, 2013.

It is directed to  HOLD PROTEST DEMONSTRATION ON 23RD APRIL 2013 if DA is not approved and send telegram to Honu'able Prime Minister  North Block New Delhi.

DA from Jan 2013 likely to be announced on 16/4/2013

  The DA used to be announced usually in the month of March / June  of that  year, this time even though 10 days are passed in April , the cabinet meeting has not met on this issue, there is lot of  concerns   on this issue due to delay in  announcement. of DA for Central Government  & pensioners  , as there is steep hike in prices, compared to  150 % hike in prices we get 80% DA, even for  this Government is  delaying announcement.
    
  The DA we have got through many agitations two decades before, the trade unions are used to protest and demonstrate struggles to pressurize the government to declare the dearness allowance. 

  Mean while it is understood that DA may be announced in next cabinet meeting as agenda is listed in the cabinet meeting, which may take place on 16/4/2013 as Honur'able Prime Minister is out of country.

Need for 7th CPC

The background of the demand for setting up the 7th CPC raised by the Central Government employees on the ground that the wage revision was due in January, 2011,it would be pertinent to examine the wages as a ratio to the revenue resources and revenue expenditure of the GOI in the crucial years 1960-61`,1975-=76, 1986-087, 1997-98 and 2006-07 the relevant years in which the 2nd, 3rd,4th 5th and 6th CPC recommendations were given effect to. It is not difficult to discern the declining trend over the years , which is suggestive of the erosion in the real wages of the Public servants in India.

  We could see the emerging picture of a declining trend in the ratio of wages and salaries both with reference to revenue receipts and revenue expenditure.
