Sub: National Anomaly Committee meeting

The second anomaly committee meeting conclusions on important issues and discussions brief is as follows.

Sub:- National Anomaly Committee Meeting held at North Block, New Delhi on 27.3.2010





Conclusions on important issues pertaining to Anomalies as a result of discussions in the meeting are mentioned below:-

1.Anomaly due to postponement of increment in the case of those whose increment has fallen from February to June, 2006:-:

After discussions, it was agreed to issue orders for rectifying the anomaly. We have suggested that in all those cases the annual increment may be pre-dated to 1.1.2006. We are hopeful that order as demanded will be issued.

2. Various aberrations in the Modified Assured Career Progressive Scheme (MACPS):-

The Chairman of the National Anomaly Committee has decided to constitute a Joint Committee to deal all such aberrations and submit its report for the Government to take decision. Very soon a Joint Committee will be constituted. Affiliates are free to furnish the deficiencies of the scheme to Confederation immediately.

3. Junior drawing higher pay than the Senior :-

The Chairman has advised Confederation to collect data and furnish to DOPT and Ministry of Finance for taking appropriate corrective steps.

4. Health Insurance Scheme recommended by VI CPC – Implementation of the recommendations:-

The Chairman has assured that without prior consultations, the scheme shall not be finalised and allowances such as Risk Allowance, Patient Care Allowance etc. will continue till the final decision is taken.

5. VI CPC pay fixation – Grant of another option to the staff:-

The Chairman said that the proposal for delegation of powers is under process and very soon this will be finalised.

6. Revision of medical allowance to the Pensioners :-

Under consideration. The issue is now before the Committee of the Secretaries. The Chairman has assured to see that processing is speeded up.

7. Denial of increment due to absence without pay:-

We have explained the grave implications of the Government’s. decision and demanded that the increment should be granted when the employee has put in six months qualifying service in a year. It was agreed to consider and rectify the anomalous situation.

Womens day

Comrades,
The International women's day celebration of COC will be held on 8th March 2010 at 1st Floor RMS Bhavan Next to satellite bus stand Mysore road from 3pm to 5 pm all comrades are requested to attend.
THE NEXT MEETING OF THE NATIONAL ANOMALY IS LIKELY TO BE HELD ON 27th MARCH,2010.

Minutes of Meeting held on 22nd March

Dear Comrade,
The COC meeting held on 2nd March 2010 under the chairmanship of Com Kamaleshan President COC Karnataka held at RMS office took Following decesions



The Joint council of trade unions of karnataka state have decided to have one day sathyagragha on 5th March 2010 at M.G.Statue M.G.Road Bangalore for following demands. In the COC meeting it was decided to participate in the above said program, all units are requested to fully participate in the said program.

The five demands are:



(a) Contain price rise of essential commodities through appropriate corrective and universal distributive measures; contain speculation in commodity market.

(b) Take concrete proactive measures for employment protection in the recession stricken sectors along with the stimulus package being offered to the concerned entrepreneurs.

(c) Ensure strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.

(d) Take steps for removal of all restrictive provisions based on poverty line in respect of eligibility for coverage of the schemes under the unorganized workers social security Act, 2008 and create National Fund to provide for National Floor level social security to all unorganized sector workers.

(e) Stop disinvestment of shares of Central Public Sector enterprises; instead use their growing reserve and surplus for expansion and modernization purposes and also for revival of sick public sector undertakings.


The COC meeting requests all affilates to observe 10th March Program of the Confederation by holding demonstrations in respective units.

The COC meeting discussed the problems faced by the CGHS benificaries and the letter written by the General Secretary to Secretary General Confederation New Delhi was approved.

It was decided to organise womens day in March 2010 at a suitable venue.
