2nd Instalment of Arrears

Payment of second instalment of arrears on account of
implementation of Sixth Central Pay Commission's
recommendations.
As communicated vide this Department's Resolution No.l/l/2008-IC
dated 29th August, 2008, the Government had decided that the arrears on
account of implementation of Sixth Central Pay Commission's recommendations
will be paid in cash in two instalments - first instalment of 40% during the year
2008-09 and the remaining 60% in the financial year 2009-10. The first instalment
bas already been paid in 2008-09. It has now been decided that the remaining
60CJo of arrears may now be paid to the concerned Government servants.
J Further, as already stipulated vide this Department's O.M. No
-j (2)/ EV/2008 dated 17th August, 2009, in the case of post-Ol.01.2004 entrants
into the Central Government, the second instalment of arrears may be released
only after individual application forms for registration to the New Pension
Scheme have been obtained by the DDO/PAO from the concerned Government
servant.
3. As in the case of the first instalment of arrears, Government servants will
be permitted to deposit their arrears in their GPF Accounts. Though not
mandated, Government servants are encouraged to deposit their arrears in their
GPF accounts.

Payment of second instalment of 60% arrears to Quasi-Government Organisations, Autonomous Organisations

OFFICE MEMORANDUM

Subject:- Payment of second instalment of arrears on account of pay revision of employee of Quasi-Government Organisations, Autonomous Organisations, and Statutory Bodies, etc. set up by and funded/controlled by the Central Government.


The undersigned is directed to refer to this Department's orders issued under Office Memorandum of even number dated 30th September 2008 and 7th October 2008 extending the revised pay structure for the Central Government employees on the basis of the recommendation of the 6th Central Pay Commission to the employees of Autonomous Organization, etc whose pattern of emolument structure i.e.pay sacles and allowances(in particular the Dearness Allowance, the House Rent Allowance and City Compensatory Allowance) were identical to those of the Central Government employees.

2. AS per this Department's resolution No.1/1/2008-IC dated 29th August 2008, the Government had decided that the arrears on account of implementation of 6th CPC recommendation will be paid in cash in two instalments - first instalment of 40% during the year 2008-09 and the remaining 60% in the financial year 2009-10. Orders have since been issued by the Government for payment of remaining 60% of arrears to the concerned Central Government servants. Accordingly, the dicision of the Government for payment of remaining 60% of arrears is hereby extended to the employees of the Autonomous Organisations etc. Howerer, the payment of remaining 60% of arrears will be subject to the conditions stipulated budgetary support for additional expenditure vide para 4 and 4.1 of this Department's Office Memorandum of even number dated 30th September, 2008 at the time of extending the revised pay structure for the Central Government Employees to the employees of Autonomous Oraganisations etc.

Subject:- Grant of Non-Productivity Linked Bonus (Ad-hoc bonus ) to Central Government Employees for the year 2008-2009.










The under signed is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus
(Ad-hoc bonus ) equivalent to 30 days emoluments for the year 2008-2009 to the Central Government Employees in Group C
and D and all non-gazetted employees in Group B, who are not covered by any Productivity Linked Bonus Scheme.
The Calculation ceiling of Rs.3500/- remain unchanged. The payment will also be admissible to the Central Police
and Para-military Personnel and Personnel of Armed Forces. The orders will be deemed to extended to the employees
of Union Territory Administration which follow the other bonus or ex-gratia scheme.





2. The benefit will be admissible subject to the following terms and conditions:-
(i) Only those employees who were in service on 31.3.2009 and have rendered at least six months of continuous
service during the year 2008-2009 will be eligible for payment under these orders. Pro-rata payment will be
admissible to the eligible employees for period of continuous service during the year from six months to a full year,
the eligibility period being taken in terms of number of months service (rounded off to the nearest number of months)



(ii)The quantum of Non-PLB (Ad-hoc bonus) will be worked out on the basis of average emoluments/calculation
ceiling which ever is lower.To calculate Non-PLB(Ad-hoc bonus)for one day ,the average emoluments in a year
will be divided by 30.4(average number of days in a month)This will there after be multiplied by the number of
days bonus granted. To illustrate, taking the calculation ceiling of Rs. 3500/-(where actual average emoluments
exceed Rs. 3500X30/30.4=Rs. 3453.95 (rounded off to Rs.3454/-)



(iii)The casual labour who have worked in offices following a 6 days week for at least 240 days for 3 years or
more (206 days in each year for 3 years or more in the case of offices observing 5 days week ) be eligible for
this Non-PLB (Ad-hoc bonus) payment. The amount of Non-PLB (Ad-hoc bonus) payable will be Rs.1200x30/30.4 i.e.Rs.1184.21
(rounded off to Rs.1184/-) Incases where the actual emoluments fall below Rs.1200/-p.m.,the amount will be calculated on
actual monthly emoluments.



(iv) All payments under these orders will be rounded off to the nearest rupee.




(v)The clarificatory orders issued vide this Ministry’s OM No.F.14(10)-ECooRD/88 dated 4.10.1988, as amended
from time to time, would hold good.



3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances
of these employees are debited.



4. The expenditure on account of Non-PLB (Ad-hoc bonus) is to be met from with in the sanctioned budget provision
of concerned Ministries /Departments for the current year.



5.In so for as the persons serving in the Indian Audit and Accounts Department are concerned , these orders are issued
in consultation with the Comptroller and Auditor General of India.

In the Meeting of Co-ordination Committee of Central Government Employees & Workers of Karnataka State Bangalore held at RMS office on 19th August 2009 the following grievances pertaining to CGHS Bangalore were raised by the members, In this connection it is requested that suitable date and time may please be given for discussing the following issues with your kind self along with delegation of COC leaders.

Agenda for Meeting

1) Shortage of Doctors and Staff in CGHS Wellness clinics.
2) Shortage of medicines.
3) Procurement & issue of good quality medicines to patients.
4) Treatment of patients after wellness clinic timings by split hour’s system and giving priority for serving employees from morning 8 am to 10 am.
5) Issue of guidelines for passing of medical bills.
6) Providing additional hospitals for indoor treatment.
7) Referral of patients for indoor treatment to any recognized hospitals as per patient’s choice.
8) Supply of mineral water at wellness clinics.
9) Opening of additional laboratory at wellness clinic.
10) Display of list of Doctors and Staff who are on leave in advance in web site and wellness clinics.

AGENDA for COC meeting
Dear Comrades


Anomaly and Standing Committee meetings.
There had been no formal or informal meeting with the Government either to discuss the anomalies or issues emanating from the implementation of the 6th CPC so far. We had placed the items the staff side had sent for the consideration of the National anomaly committee (first installment) on our website. The second and final set of items is likely to be submitted in a day or two. As and when the same is finalized we shall place copy thereof on our website. We have received innumerable number of letters from our affiliates requesting us to take up the department specific anomaly items in the National Council. It is difficult to individually respond to these letters. Department specific items are to be pursued at the Departmental Anomaly Committees. Complaints have been received by us that many Ministries have so far not set up anomaly committees. We shall take up this issue with the Department of Personnel.

National Council meeting.

The National Council of the Confederation is due to be held in this month as indicated in our last communication. The available members of the National Secretariat of the Confederation met at New Delhi and it has been decided to convene the Council meeting either by the end of November, 2009 or in the first week of December, 2009 as per the availability of the hall etc The Council meeting will be held at New Delhi.

All India Convention of workers: 14th September, 2009.


The Sponsoring Committee of Central Trade Unions along with INTUC and BMS has decided to convene a National Convention on14th September, 2009. The main theme of the convention is to harness the support of the entire working class in the country against the neo liberal economic policies and the anti labour attitude of the Government. The extract from the communication we have received in this regard is given hereunder.
The meeting of the Central Trade Unions held on 19th July, 2009 at the INTUC H.qrs. at New Delhi expressed serious concern over;
*rising prices of essential commodities including food grains and vegetable creating severe hardship for the mass of the people
*continuing job losses resulting in loss of livelihood to millions of workers across the sectors owing to recession and economic slowdown
*non implementation of and rampant violation of basic labour laws pertaining to minimum wages, working hours, social security safety in workplace and trade union rights etc. throughout the country adding to the sufferings of the entire toiling people
*move of the Government for disinvestment of shares in profit making central public sector enterprises

The Central Trade Unions call upon the workers and employees and their unions irrespective of affiliation to unitedly highlight the concern over the above mentioned burning issues facing them and at the same time urge upon the Government to take urgent remedial corrective measures to address the aforesaid concerns of working people effectively.
The Central Trade Union decides to submit a memorandum to the Prime Minister on the aforesaid issues and hold a National convention of Trade Unions at Delhi in September, 2009 to chalk out common future programme.

60% PAY COMMISSION ARREARS FOR CG EMPLOYEES IN SEPTEMBER

The leaders of Confederation had interacted with the Finance Secretary on the issue of payment of 60% balance arrears of pay commission - We were told that the payment will be ordered only in the month of September 2009 when one year period will be completed from payment of 40% arrears last year. Though funds have been allotted in the Budget, the payment orders will be only next month.


CGHS:

The Government is moving ahead with the introduction of Health Insurance Scheme in lieu of CGHS in a big way. This stand is the fall out of the recommendations of the 6th CPC for introducing such a medical insurance scheme. The Ministry of Health & Family Welfare has called for Expression of Interest from Health Insurers / Health Insurance Consultants by providing the following information.

Confederation of Central Government Employees has taken a position that strengthening of CGHS will be the better option instead of going for such Health Insurance Schemes. The stand of the Government is a fall out of the neo-liberalization policy under which the State is withdrawing more and more from its commitment towards providing health services.

OUTSOURCING OF DATA ENTRY WORK RELATED TO BOOKING OF BULK SPEED POST ARTICLES.

Department of Posts has ordered outsourcing of data entry work related to booking of speed post articles w.e.f. 1st September 2009.

Indian Audit and Accounts Department: Expression of Interest

Appointment of a Consultant to conduct a work-study to redefine/established work norms relevant in the current context for optimized staffing of Group ‘B’ & ‘C’ cadres in Indian Audit and Accounts Department and thus arrive at a continuing scientific framework to estimate manpower requirement for various types of audit/ accounting work in the changing environment


The existing work norms, crucial for assessing manpower needs for both audit and accounts and entitlement offices, are very old. There have been rapid changes in the work environment over the past couple of decades such as automation of certain government functions, increased role of public private partnership model, increase in regulatory functions, e-governance, and changes in public funding of major programmes and schemes, etc. As a result, the existing work norms have become outdated and are no longer comprehensive enough to be of much use in determining optimal strength of the Department.

All affiliates are requested to remit annual subscription and Special funds in respect of 6th CPC arrears
