AGAIN ASSURANCES




WE DON'T WANT ANY MORE ASSURANCES --- WE WANT POSITIVE ACTION AND NEGOTIATED SETTLEMENT -- SEVEN MONTHS ARE OVER AFTER THE JUNE 30th ASSURANCES -- AGAIN SWEET WORDS AND ASSURANCES BY HON'BLE HOME MINISTER AND CABINET SECRETARY -- THIS TIME NO TIME FRAME --- PENSION COMMITTEE REPORT UNILATERALLY SUBMITTED TO CABINET WITHOUT REACHING ANY NEGOTIATED SETTLEMENT WITH STAFF SIDE -- THE ONE AND THE ONLY POSITIVE RECOMMENDATION OPTION -1 FOR PENSIONERS IS GOING TO BE REJECTED -- FATE OF OTHER COMMITTEES MAY NOT BE DIFFERENT IF THERE IS NO NEGOTIATED SETTLEMENT --  ALLOWANCE COMMITTEE NOT YET CONCEDED THE DEMAND OF JCM STAFF SIDE SECRETARY FOR GIVING ANOTHER CHANCE FOR DISCUSSION -- NO NEGOTIATED SETTLEMENT ON ANY ISSUES -- GOVT MADE JCM FORUM ONLY A TALKING SHOP -- NEIROS ARE FIDDELING WHEN  ROME IS BURNING -- CENTRAL GOVT. NJCA MEETING held on 17th January 2017


NO CONSENSUS ON REVIVAL OF DEFERRED INDEFINITE STRIKE

Much awaited meeting of the National Joint Council of Action (NJCA) was held on 17th January 2017 at National Council (JCM) Staff-side office at New Delhi. Leaders of Railways, Defence, Postal and Confederation attended. Detailed discussions were held on the developments that took place after the deferment of the indefinite strike of 11th July 2016 and also on the totally negative attitude of the Government towards the 7th Pay Commission related issues of the Central Government Employees & Pensioners, including increase in Minimum Pay, Fitment formula, Allowances, Pensioner’s Option-I etc.

Unfortunately, there was no consensus regarding revival of the deferred indefinite strike. Hence no decision could be taken. Meeting ended with a decision to meet again after some days. In the meantime NJCA Chairman and Convener may try to meet the Cabinet Ministers who have given the assurances on 30th June 2016 to NJCA leaders.

As there is no immediate possibility for revival of the indefinite strike by NJCA, Confederation National Secretariat has decided to intensify the mobilization campaign and preparation for making the 16th March 2017 one day strike a grand success. All Affiliated Organizations and C-O-Cs are once again requested to make all –out efforts to ensure cent percent participation of employees in the strike. In addition to the campaign programme of National Secretariat members, each affiliated organization and C-O-Cs should chalk out their own separate campaign programme.  Please give wide publicity through local print / electronic media and social media like whatsapp, facebook etc.

No doubt, our strike will have a great impact in settling the demands and also in exposing the powers-that-be who betrayed the cause of 33 lakhs Central Govt Employees and 34 lakhs Pensioners.

Somebody should come forward to protest and also, if necessary, to suffer and Confederation is ready for it.

Let Confederation lead and others follow.

DA from Jan 2017 reg


Comrades ,
                The whole sale price index for the month of  December has risen by 3.39% , which declined in past three months , this increase is due to manufacturing price increase (oil prices has increased), the food prices had in fact has come down in December 2016 .

The Consumer Price Index (CPI)  was showing marginal decline from 278 points to 277 points in November 2016 , the DA stood at 4.76% as on November 2016  , most likely the CPI may show increase of 1 point and may rise to 278 points in December 2016 or stay stable at 277 points.  

Scenario I: If  the CPI for the month of December 2016 is at 276  points(decrease on one point) ,  the expected DA from January 2017 is likely at 2% (Total 4.97 % ).

Scenario II :Even if the CPI for the month of December 2016 is at 277 points,  the expected DA from January 2017 is likely at 3% (Total 5% ).

Scenario III: If  the CPI for the month of December 2016 is at 278  points,  the expected DA from January 2017 is likely at 3% (Total 5.04 % ).

Relaxation to travel by private airlines to visit Jammu & Kashmir.

Subject:- Central Civil Services (Leave Travel Concession) Rules, 1988 — Relaxation to travel by private airlines to visit Jammu & Kashmir.

 The undersigned is directed to refer to this Ministry's O.M. of even no. dated 28.11.2014 on the subject noted above and to say that vide aforesaid O.M., facility to travel on LTC by private airlines to Jammu & Kashmir (J&K) under the special dispensation scheme was allowed for a period of one year. This facility ended w.e.f. 28.11.2015 and was re-introduced on 01.06.2016. 

2. Many references have been received about Govt. employees who had inadvertently traveled by private airlines to J&K during the gap period i.e. from 28.11.2015 to 31.05.2016, under the impression that the facility was still operational and were later facing difficulties in settlement of their LTC claims. 

3. The issue has been examined in consultation with Department of Expenditure and Ministry of Civil Aviation. In relaxation to this Department's O.M. of even no. dated 28.11.2014, it has been decided to allow the claims of those Government employees who had traveled by private airlines to Jammu & Kashmir on LTC during the gap period of 28.11.2015 – 31.05.2016. This shall be subject to the condition that tickets have been booked through the authorized modes and at LTC-80 fare or less and other conditions prescribed in DoPT's O.M. No. 31011/7/2014-Estt.A-IV dated 28.11.2014.

ONE DAY STRIKE on MARCH 16th 2017 THURSDAY.

            (1) All National Secretariat Members
            (2) Chief Executives of all Affiliated Organisations
            (3)General Secretaries of all C-O-Cs

Dear Comrades,

            As Assembly elections to five States are scheduled to be held from February 4th to March 11th (including declaration of results) and as February 15th is also poll date in two states , the National Secretariat of Confederation of Central Government Employees & Workers has decided to postpone the proposed ONE DAY STRIKE on February 15th to  MARCH 16th 2017 THURSDAY.

            As 13th March is holiday for Holi in North India and the celebrations are to continue on 14th also, the strike date is fixed as 16th March. There is no change in the 10th January Mass Dharna Programme.

            All those Organisations who had served the strike notice as February 15th shall give a letter to their Head of the Departments intimating the postponement of the strike to 2017 March 16th ,  showing  reasons as mentioned above ,  WITHOUT FAIL.
            Those organisations who have not yet served the Strike Notice should serve the notice before 15th January 2017 WITHOUT FAIL.

            Regarding already announced campaign programme of National Secretariat members , if necessary , dates may be rescheduled by the National Secretariat members in consultation with the concerned C-O-Cs.

            General Secretaries of C-O-Cs are also requested to contact IMMEDIATELY, the concerned National Secretariat members and finalise the date of campaign programme. Intensive campaign should be conducted by all C-O-Cs and Affiliated Organisations in all States, especially in those states where elections are declared, so that employees and general public will become aware of the totally negative attitude of the Central Government towards the legitimate demands of the Central Government Employees and Pensioners.

            The betrayal of the Group of Cabinet Ministers of NDA Govt by not fulfilling their assurance given to NJCA leaders on 30th June 2016, should be exposed.

                  The COC Karnataka meeting was held on 3rd Jan 2017 at ITEF office Bengaluru  under the chairmanship of Com S.Radhakrishna Working President COC Karnataka , The meeting was addressed by Com M.S.Raja Working President Confederation CHQ New Delhi . The meeting was well attended by the presence of Com A.Srinivas  Convener NFPE and Circle Secretary   RMS R3 , Com G. Janakiram  Circle Secretary    AIPEU Group “C”, Com Javarayi Gowda  President  AIPEU Group “C” and Vice President COC Karnataka , Com Mallikarjun Circle Secretary    AIPEU “Postmen and MTS”, Com Vinod Circle Secretary  ITEFand Joint Secretary COC Karnatka, Com Ravindranth  President AG’s CAT –II ,  Com Dominic Vijay Anand from Postal Accounts, Com Srinivas  from CGHS, Com Suresh General Secretary Census EDP, Com Ganesh   General Secretary Survey of India , Com Muthukumar veteran leader and adviser  COC Karnataka & Com P.S.Prasad  General Secretary AICGWBEA and COC Karnataka .                  Com S.Radhakrishna Working President COC Karnataka welcomed the gathering and raised the issues in respect of  15th Feb 2017 strike . Com M.S.Raja Working President Confederation CHQ New Delhi clarified all the issues in respect of strike  and urged the members  to participate in the 15th Feb 2017 strike. Com A.Srinivas  Convener NFPE and Circle Secretary   RMS R3 urged the members to follow the directions of the CHQ and make the strike a success. 

                  The doubts raised by the members were clarified and in the meeting it was decided to campaign for the strike effectively and jointly to  make the 15th Feb 2017 strike a success.

                 Com P.S.Prasad  COC Karnataka proposed vote of thanks and assured the 15th Feb 2017 strike will be a success in Karnataka state.

Sub: Meeting with the Staff Side(JCM) on the recommendations of the 7th CPC and their implementation.

We had our last meeting on 24th October, 2016, wherein, while concluding, it was assured that, you would consult the Secretary(Expenditure) and would hold next meeting shortly. It is quite unfortunate that, so far much time have passed and nothing has been heard from your end.

Inordinate delay in Revision of Minimum Wage and Fitment Formula is creating lots of problems, and the Central Government Employees are agitated because this issue had been agitating their minds since implementation of 7th CPC Report

You are, therefore, requested to call a meeting with the Staff Side(JCM) to discuss and resolve these issues at the earliest.

Sub: Meeting with the Committee on Allowances
The Staff Side, National Council(JCM) had a meeting with the Committee on Allowances on 1st September, 2016, wherein it was advised us to send the committee a detailed note. Subsequently, on 16th September, 2016 we sent a detailed note on the allowances to your good self with the hope that an the Committee on Allowances would consider the same, and in case of reservation, they would at least hold a meeting on the detailed memorandum submitted by the Staff Side(JCM).
Almost four months have passed without any outcome. All the Central Government Employees are quite agitated as well as are having mental agony because allowances of the VII CPC, have not been implemented.
You are therefore, requested to fix-up a meeting of the Committee on Allowances, at an earliest to resolve the issues placed in the memorandum of the Staff Side(JCM) on various allowances.
Here it is worth-mentioning that, the issues related to DoP&T were discussed by the Secretary(DoP&T) with the Staff Side on 25th October, 2016. The Staff Side is of firm option that, their should be resolution to the demands, and these Allowances should be implemented with effect from 01.01.2016. i.e, the date from which VII CPC has been implemented.
